Rama holds hostage the vacancy in the Supervisory Council, while waiting for the signatures of the mayor of Himara for the lands on the coast...
Prime Minister Edi Rama is using the mayor of Himara, Vangjel Tavo, to formalize the transfer of 220 hectares of coastal land through the Strategic Investment Committee. In return, Rama is holding up the announcement of a vacancy on the Supervisory Board of the Bank of Albania for Tavo’s wife, Suela Popa, with the aim of reappointing her for another 7-year term. A scheme of pressure and political bargaining, where public lands and institutional positions are intertwined in a tacit power deal.
Edi Rama used the candidacy of the minority candidate Vangjel Tavo for Mayor of Himara for three personal purposes: diversion against Ilir Meta, opposition to the figure of Fredi Beleri, and calming relations with the Greek Prime Minister Mitsotakis.
During the campaign, with several populist meetings in Himara, Edi Rama pumped up Vangjel Tavo of Ilir Meta's tenders and lobbying, presenting him as the only honest and capable man who would put an end to the issue of house, land, forest and pasture land titles by 2024.
But after Vangjel Tavo became mayor, Edi Rama began to use it and is using it to falsify maps and files of private lands, as well as to plunder state property through donations, lease contracts and permits for resorts, hotels, palaces, photovoltaic plants and quarries.
The prime minister is accompanying the use of Mayor Vangjel Tavo for signatures with allowing him to benefit from a piece of public land through family members, but also with conditional favors in the senior state administration.
Such is Vangjel Tavo's request to Edi Rama that, as a reward for signing the land files that are being plundered, he re-appoint his wife Suela Popa as a member of the Supervisory Council of the Bank of Albania for another 7-year term.
For Edi Rama to fulfill this request to keep his wife at the Bank of Albania, Vangjel Tavo must sign the municipal papers for another 220 hectares of land, which will be taken by Babloku's family members, oligarchs, friends and clients in Himara, Palasa, Pilur, Qeparo, Vuno, Dhërmi, Potom, Gjileka, Borsh, Lukovë, etc.
Edi Rama has begun implementing this scheme, sending to the Presidency of the Assembly only two names for members of the Supervisory Council of the Bank of Albania, when according to Article 44 of the Law on the Bank, the Prime Minister should have sent three names for the three vacant positions.
One of the members of the Supervisory Council whose 7-year mandate ended on December 18, 2025 is Suela Popa, the wife of Vangjel Tavo, for whom Edi Rama, in agreement with the Bank's leaders, did not announce the end of the mandate and the vacancy of her seat.
Because Rama is waiting for Vangjeli to sign, with prior municipal approval, the documents for another 220 hectares of land on the coast and in the territory of the Municipality of Himara, which have been earmarked to be formally passed through the Strategic Investment Committee.
After Vangjeli signs off on the plundering of lands, lands, beaches, forests and pastures, and when Rama no longer needs him, he can hand it over to SPAK, as he did with the signatory Jorgo Goro.
