The government has transferred the building of the Association of Former Political Persecuted, a state property in the most coveted area of Tirana, to the administration of the Ministry of Tourism, Culture and Sports. The building, unexpectedly declared a "Cultural Monument", is suspected of being razed with the justification of depreciation, to pave the way for the construction of another tower in the center of the capital. The case adds to suspicions about an ongoing scheme of transfer and alienation of public assets in favor of government clients.
Prime Minister Edi Rama has given the go-ahead for the construction of another tower in the center of Tirana, opposite the entrance to Parliament, through the scenario of transferring a public building to Blendi Gonxhe with the aim of razing it.
By justifying the need for cultural activity facilities, Edi Rama, with his proposal and with Decision No. 67, dated February 6, 2026, has ordered the transfer of the building of the Association of Former Political Persecuted Persons to the administration of the Ministry of Tourism, Culture and Sports.
The decision determines the transfer of this building in the center of Tirana, in the most preferential and most expensive area for the construction business, of course for Edi Rama's clients, to the administration of Minister Blendi Gonxhe.
The cadastral division of this building is made into four properties: no. 6/461, no. 6/463, no. 6/262 and no. 6/263, used as offices and commercial units for rent. The building is two-story, with a total land area of 1228 square meters, state property.
In the government's decision, Prime Minister Edi Rama has deceived by declaring the office building of the Association of the Politically Persecuted a "Cultural Monument", to justify its transfer to Blendi Gonxha's administration.
During his 12 years in power, Edi Rama did not touch this building, which he now calls a "Cultural Monument", and did not even paint its facade, while 7 years ago he removed it from the list of monuments.
Now, since there are no more construction sites in the center of Tirana, he rushed to the building of the politically persecuted, surpassing Blendi Gonxha, who implements the bargains.
This is the fifth public property in the center of Tirana that Prime Minister Edi Rama is transferring to Blendi Gonxha's administration as Minister of Tourism, Culture and Sports.
Previously, after appointing him Minister of Economy, Culture and Innovation, he transferred all state assets into administration: buildings, former economic enterprises, cultural institutions, land, lands and forests.
The building for former political prisoners was also under the administration of the Ministry of Economy, but Prime Minister Edi Rama removed it and transferred it to the ministry headed by Blendi Gonxhe, with the justification of the need for cultural activity facilities.
According to information, after some time this building will be razed on the grounds that it is too depreciated; and according to the bargaining scheme implemented by Elira Kokona of the Investment Corporation, another tower will be built on that land. / Pamphlet
