From the "historical tourism" initiative to the 1.4 billion euro resort, how the island donation scheme was prepared through guidelines, agreements and PPPs.
According to Sibel Edmonds’ testimony and official documents from 2017, the bargain for Sazan Island began long before it took public form. While negotiations were underway in the US in 2016, in Albania the institutional scenario was built through the Municipality of Vlora, the Ministry of Economy and the Ministry of Defense. The project was presented as a tourist development, but was structured as a 30-year concession with tax exemptions and guaranteed profits for private individuals. Today, the island has been given away for free for a 1.4 billion euro luxury resort, while the investment has not yet started, raising questions about transparency, public interest and the real motive of the agreement.
In the publications that "Pamphlet" made of the video confession of Sibel Edmonds , former FBI translator and well-known American national security whistleblower, previously published on the "Patreon" platform, she stated that the bargain for Sazan Island had started in 2016.
According to her, the project in Sazan received approval after the election of Donald Trump to the White House, a moment when the Albanian government approached Jared Kushner, but the approval was a formality, because the bargain had been made many years ago.
While in luxury suites and restaurants in the US the informal bazaar was closed in 2016, in Albania it officially started in April 2017, through an initiative to supposedly turn Sazan Island into a visitor center for historical tourism.
To prepare the written scenario of this bazaar, Prime Minister Edi Rama used the Municipality of Vlora as the local unit that has the island on its territory map and that had it under joint administration with the Ministry of Defense.
After a month, the Municipality of Vlora announced its withdrawal from the project to turn the island of Sazan into a tourist center, citing financial impossibility, demanding that the project be implemented by the government, on whose behalf Edi Rama brought the Ministry of Economy and Tourism into play.
Former Minister Milva Ekonomi made the proposal to give the island to foreign private entities such as PPP, with the reasoning that even the ministry did not have the capacity to turn it into a tourist center, acting according to the scenario dictated by Edi Rama.
The path to seize the island of Sazan was opened with Instruction No. 4360, dated April 28, 2017, with the object "On the infrastructural development and organization of tourist visits to the island of Sazan", signed by the Minister of Economy and Tourism, Milva Ekonomi.
The initial concession scenario was for a term of 30 years and a foreign investment of 450 million euros, with the condition that during the concession period the company would not pay local and central taxes; while for the first 10 years it would not give the Albanian government a single cent of the profit, with the justification that 50% of the employees would be residents of Vlora.
By order of Prime Minister Edi Rama, work on drafting the Sazan Island concession began on May 25, 2017, just one month after the instructions of former Minister Milva Ekonomi.
But three weeks before her instruction, in function of the donation of Sazan, Agreement No. 2751, dated April 5, 2017, was signed between the Ministry of Economy, the Ministry of Defense, the Municipality of Vlora and the Ministry of Internal Affairs, as the minister of the national security line.
It was then said that the beneficiary of the Sazan Island would be a powerful foreign businessman, with strong political connections in the US, and a foreign advisor, both friends of Edi Rama, who had visited Sazan Island several times by private plane and yacht.
For 14 months, Edi Rama's bargain for the island of Sazan has become a fact, giving it away for free for the construction of a luxury resort worth 1.4 billion euros to the son-in-law and daughter of US President Donald Trump, who have not yet started the investment./ Pamphlet
