In February 2024, the National Territorial Council, upon the proposal of the former Minister of Tourism and Environment, Mirela Kumbaro, approved the construction permit for the "Amantes" resort to the company "Bega 07" with an area of 101 thousand 288 m² of public land in Llaman Bay, within the Porto-Palermo Protected Area.
Less than 2 months after this permit, in April 2024, the National Territorial Council, led by Prime Minister Edi Rama, again at the proposal of Minister Mirela Kumbaro, granted Arben Muçobega's "Bega 07" company the permit for another seaside resort in Potam, Himara.
The permit was granted by Decision No. 34, dated April 2, 2024, for the construction of a residential tourist resort with a hotel and buildings with 5 floors above ground and 2 floors underground, on 10 thousand 954 m² of land, consisting of 4 areas declared private, without verifying the origin and ownership titles.
It is no coincidence that the 17 construction permits for resorts and palace complexes granted to Arben Muçobega's "Bega 07" company in Tirana, Durrës, Himara, Vlora and Saranda were proposed and signed by former minister Mirela Kumbaro.
Mirela Kumbaro's signature is also on permit No. 25, dated July 31, 2024, for the "Sea View" hotel, also in Potam, Himara, with an additional underground floor, granted 3 months after the permit for the resort with another hotel and a building with 5 floors above ground and 2 floors underground, as well as the permit for the "Centaurea" complex with 15 towers on 3.1 ha of green hill above Tirana's Dry Lake.
The question that naturally arises and as an indication that should be investigated by SPAK is this:
· Is Minister Mirela Kumbaro behind the business of towers, hotels, palaces and resorts that Arben Muçobega's "Bega 07" company has built and is building?
This suspicion, in addition to rumors within the government and in construction circles that drug trafficker Arben Muçobega is the "launderer" of Mirela Kumbaro's dirty money laundering, is reinforced by the fact that she is the supporter and broker of Prime Minister Edi Rama and the active supporter of the permits that this construction worker has received.
It is also no coincidence that the company "Bega 07" has been promoted by Mirela Kumbaro at construction-tourism fairs organized by the Ministry of Tourism in Albania, Greece, Germany and Italy, presenting itself as one of the leading companies in tourism developments.
Let SPAK investigate the line of connection between Minister Kumbaro's interests and the drug-trafficking builder and her "laundress" Arben Muçobega, where Kumbaro has two investigation files for corruption with public funds and for the "tiny bit" of land in Butrint.
Likewise, builder Arben Muçobega is under investigation for corruption of state officials, falsification of land ownership documents on the coast, Tirana and Durrës, and laundering of drug money and corruption in construction./ Pamphlet
