Gentian Këri, with five criminal records, was placed in charge of Finance, while his relative's company Arkonstudio won 17 million euros in tenders from the Development Fund and is now awaiting permission for the giant "Victoria City" complex in Shkozë.
He has passed through every institution where public money flows like a river and has left behind only traces of criminal files, but he has never been stopped. Gentian Këri, the tender mastermind, Ilir Meta's "master" of bargains and Edi Rama's favorite, returned to the government dome some time ago, but this appointment passed without a fuss, as if it were the most normal thing for a man with five criminal files to be placed at the head of the General Secretariat of the Ministry of Finance.
After six months as deputy mayor of Tirana, the prime minister took him where he belongs according to his logic, giving the keys to the state treasury to a man who counts five criminal files, including a SPAK investigation into the Sterilization PPP. This appointment carries a clear weight, a signal that was sent to all those who still believe that public institutions can function without proper supervision, but the signal was ignored, forgotten, covered by the daily noise of politics.
Gentian Këri is not known for any financial expertise or administrative integrity and his entire career, from the head of tenders in the Municipality of Tirana when Rama himself was mayor, to the chairman of the Public Procurement Commission, secretary general in Economy and then in Infrastructure, to the deputy director of the Albanian Development Fund, has a single uninterrupted line: he is always placed where contracts are signed and billions are distributed, and always, without exception, the files follow him.
Now, this "unemployed money tycoon", as he was called in the government corridors, sat in the chair of the Secretary General of Finance and we should not be surprised if, as has happened in every other institution, he has also entered the competences of Minister Petrit Malaj to close "difficult deals", because this is the only skill he is known for: to finalize agreements and make a mess with public funds.
But while Gentian Këri climbed the ladder of power again and no one spoke, a company bearing the same surname, Arkonstudio , had won six tenders from the Albanian Development Fund precisely during the years when he was the head of tenders for this institution, and the total value of the winning bids reached 1.755 billion lek, or about 17 million euros.
Kjo kompani zotërohet nga Erjon Këri, i cili, sipas burimeve, është kushëriri i Gentianit dhe në gjashtë vitet e Gentian Kërit në FSHZH, Arkonstudio mori kontratë pas kontrate. Tenderi i konvikteve i gushtit 2019, ku fituesi nuk ishte oferta më e ulët dhe të gjithë konkurrentët e tjerë u skualifikuan; tenderi i qendrave të ekselencës i dhjetorit 2020, ku gjashtë nga tetë konkurrentët u hoqën nga gara; dhe dy marrëveshje kuadër për rigjenerimin urban, të dyja të modifikuara me shtesa prej rreth 20 për qind, pikërisht nën pragun që do të detyronte një tender të ri, duke i sjellë Arkonstudio dhe bashkimeve ku bën pjesë 184.9 milionë lekë shtesë pa asnjë procedurë të re prokurimi.
Po aq befasuese është edhe logjika e skualifikimeve në këto tendera. Në tenderin e Rajonit 4, një nga zonat e Tiranës të përfshira në programin e rigjenerimit urban, një operator u skualifikua me arsyetimin se kapacitetet e tij ishin tashmë të angazhuara në tenderin e Rajonit 1 dhe 2, ku ishte renditur i pari, ndërsa dy operatorë të tjerë u përjashtuan sepse kishin zënë Rajonin 3.
Në këtë mënyrë, Arkonstudio me Modeste shpk siguruan Rajonin 4, dhe një vit më vonë i njëjti mekanizëm u përsërit për të marrë edhe Rajonin 3 dhe 4 së bashku, një skemë që të kujton më shumë një ndarje tryeze sesa një garë konkurruese. Në kontratën për qendrat e ekselencës, Arkonstudio mori përsipër rinovimin e godinës së vetë Fondit Shqiptar të Zhvillimit, pra kompania e kushëririt të Gentian Kërit u pagua për të ndërtuar selinë e institucionit ku ai drejtonte tenderat, një detaj që flet vetë.
Por historia nuk mbaron me kaq, sepse Arkonstudio është aktualisht në pritje të finalizimit të një leje ndërtimi për një projekt gjigand në Shkozë, "Victoria City", një kompleks rezidencial me 1,2,4,5,6 dhe 7 kate mbitokë dhe 1,2,3 e 4 kate parkim nëntokë, pra projekti i madh, leja në pritje, dhe si rastësisht, kompania e kushëririt të njeriut që sapo u bë Sekretar i Përgjithshëm i Financave.
Erjon Këri, ortaku i Arkonstudio, ish kandidat për deputet në zgjedhjet parlamentare nën siglën e Partisë Socialiste në Berat, një nga pinjollët e familjës Këri me bazë në Kuçovë, ku anëtarë të saj kanë qenë deputetë, kryetarë bashkie dhe drejtorë të rëndësishëm në Tiranë, socialista "të betuar", siç do të thoshin në gjuhën e tyre. Erjon Këri si President i federatës së Ping-Pong është shumë i afërt edhe me Fidel Yllin, me të cilin shfaqen së bashku në evente të KOKSH.
So, we have a Secretary General of Finance with five criminal records who has spent years directing tenders in the richest institutions of the state, while during this period his cousin's company has won over 17 million euros in contracts from that very institution, has received bonuses without a tender and is now waiting for permission for a giant complex in Tirana, and the cousin himself, Erjon Këri, is running for deputy of the Socialist Party, further strengthening the power of this family on both sides of the table: that of business and that of politics.
