Information received by "Pamphlet" from sources within the Ministry of Finance indicates that Prime Minister Edi Rama has ordered Minister Petrit Malaj to create urgent opportunities to replace the funds donated for the concert of singer Kanye West in the state reserve.
The Minister of Finance, Petrit Malaj, has begun to urgently implement the Prime Minister's order, collaborating with Minister Mirela Kumbaro and Minister Andis Salla, committing a financial fraud with the funds of these two ministries.
On Tuesday, the procedure was completed to transfer to the State Reserve Fund for the "Emergencies" item the value of 5 billion old lek, specifically, 2.2 billion lek transferred from the Ministry of Education and 2.8 billion lek from the Ministry of Agriculture.
These have been treated as "unused funds for objective reasons" in the education and agriculture sectors for the first 6 months of 2026, but it is a fraud that is revealed by two facts:
First, the expected balance of under-utilization of funds by ministries is not made in the middle of the budget year, but at the end of the year during the drafting of the budget for the following year.
Secondly, the education and agriculture sectors not only do not have unused funds during the first 6 months of 2026, but they need additional funds immediately.
It doesn't take much brainpower to understand that the transfers of these 5 billion lek to the State Reserve Fund are not related to the non-use by the Ministry of Education and the Ministry of Agriculture, but to replace the 4.8 billion lek that Edi Rama donated for the Kanye West concert.
This action is a machination by the "brave" Edi Rama to save himself from criminal prosecution, but without any value for the state budget, because the payment for the concert was made urgently by Minister Blendi Gonxhe, 1 day after the issuance of the Normative Act.
With number 861 in the Treasury Payment Register, on July 7, 2026, it is confirmed that with Payment Order No. 7330/4 and Agreement No. 7330/3, both on July 7 and signed by Minister Blendi Gonxhe, 4.8 billion lek with VAT were transferred from the emergency fund for the Kanye West concert to the Albanian company "Redcloud" owned by Klodian Makashi.
