On July 9, Elira Kokona published the announcement for the alienation of the Aviation Field (7940 m² of land); towers with 50 thousand m² of surface area above ground will be erected there. The state will take only 35%, while the private sector will take 65% and 100% of the underground, in violation of the legal norm of 40-45%. The auction will take place on September 4, after Rama returns from vacation.

While the protesters declared that they will continue the protest until Prime Minister Edi Rama leaves office, he continues to donate state assets, deciding that after the holidays, he will start the month of September with another shopping spree.

The Director of the Albanian Investment Corporation, Elira Kokona, on July 9, 2026, published Announcement No. 334/7, for the alienation of the Tirana Airport and civil helicopter base facilities into a tower construction site.

The announcement states that on the 7940 m² plot of land of the Aviation Field, the investment project named: "Corpus of independent institutions and center for multifunctional development" will be implemented, through a public-private partnership.

This project envisages the construction of towers with residential spaces, businesses, hotels, offices and private parking, and public service spaces with offices for the Ombudsman, the Competition Authority, the Commissioner for the Right to Information and Personal Data Protection, the Commissioner for Civil Service Supervision and the Public Procurement Commission.

With the preliminary bargain that Prime Minister Edi Rama made with private parties for the 7,940 m² Aviation Field plot, it was decided that 35% of the construction area would be taken by the state, while 65% of the area would be taken by the private sector.

According to the project, the total construction area will be 50 thousand m² above ground only, while in the underground areas, which will be parking, units and services, the state will not benefit even 1 cm², because that is how the bargain was made by Edi Rama.

According to the legal norm for enterprise contracts, the state must benefit from 40-45% of the entire construction area above and below ground; but in the announcement made by the Director of the Albanian Investment Corporation, Elira Kokona, the state will benefit from only 35% of the area above ground.

The auction to also give the Aviation Field for towers will take place on September 4, 2026, after "sultan" Edi Rama returns from his summer vacation, that is, when he is "clearer" in deciding which company he will give the land to, from those with whom he bargained 6 months ago, when with Decision No. 119, dated February 27, 2026, he ordered the alienation of the Aviation Field for land for towers and transferred it to the "ushallesha" Elira Kokona of the Investment Corporation.

The auction announcement states that the competition will be held to select the tower project and the implementing and construction company; but the Albanian Investment Corporation website states that the design company is "TBD", a fact that indicates that the competition will be formal and fictitious.

Let's wait and see which will be the preferred company that Prime Minister Edi Rama will select to build the towers, and which will benefit from 65% of the above-ground areas and 100% of the underground areas./ Pamphlet
