On February 14, 1990, the Shkodra Internal Affairs Branch sent a report to the First Directorate of State Security (8th Branch) regarding letters with “hostile content”. The greatest concern of the State Security was mostly about the decline in the reputation of Ramiz Alia and Nexhmije Hoxha. For this reason, work was started at all costs to find them. Great hatred was directed at the work of Enver Hoxha, at his successor Ramiz Alia and at Nexhmije Hoxha. The latter, who held the position of president of the Democratic Front of Albania, was called the “Black Panther”.
For the younger generation that does not know what the Democratic Front was, we are saying a few words. It was an “organization” led by the Labor Party (with satellites of the ALP within the mass organization), as a successor to the National Liberation Front. Since 1945, it was led by the first secretary of the ALP. The Front appeared alone in all elections and always “won”. After the death of Enver Hoxha, Ramiz Alia donated the post to Nexhmije Hoxha, more to increase and justify her participation in the public life of the country.
Precisely because of the strong alliance that Alia had with Nexhmije Hoxha and because of his loyalty to continue on the “path of Enver”, the popular hatred was also strong. Even in other cases of tracts thrown in other cities of the country, the “Black Panther” is present as an accused, which best shows that she was hated throughout the country.

Subject: About the authors and instigators of the anonymous writings and letters discovered in January-February 1990 in the Shkodra district
During January-February of this year, these authors and instigators of anonymous writings and letters with hostile content were discovered in the Shkodra district.
Aldo Hajro Perizi, born in 1962, born and residing in the "Perlat Rexhepi" neighborhood, Shkodër, with secondary education, working as a worker at the Zukth-Kashtës Enterprise, unconvicted, unmarried.
Encouraged by Claudio Daka, he wrote on 14.01.19990, 12 leaflets with this hostile content: "Death to Ramiz Ali", "Death to Nexhmije Hoxha", "Down with the People's Power", "Down with the Party", "Down with the Central Committee of the Albanian People's Party", "Down with Stalin", "We are with Gorbachev", "We are with Perestroika", etc., which he threw on the same date in the "Qemal Stafa" neighborhood (behind the "Rinia" pastry shop).
These leaflets with hostile content, written by Aldo Perizi, are certified by the act of graphic expertise No. 23/1, dated 2.2.1990, statement of Klaudio Daka and Aldo Perizi himself. Currently, Aldo Perizi is being actively pursued as the author of the hostile leaflets.
Klaudio Sandër Daka, i vitlindjes 1968, lindur dhe banues në Lagjen “Perlat Rexhepi” Shkodër, me arsim të mesëm, punëtor në fabrikën e duhan-cigareve, i martuar, i padënuar.
Nga materialet që disponohen del se me datën 14.01.1990, ka nxitur Aldo Perizin për të shkruar në copa letrash parulla me këtë përmbajtje armiqësore: “Vdekje Ramiz Alisë”, “Vdekje Nexhmije Hoxhës”, “Poshtë Pushteti Popullor”, “Poshtë Partia”, “Poshtë Komiteti Qendror i PPSH”, “Poshtë Stalini” “Jemi me Gorbaçovin”, “Jemi me Perestrojkën” etj., të cilat i ka marrë vetë Klaudio dhe së bashku me Aldo Perizin po më datë 14.01.1990 ora 20.00 i ka hedhur në Lagjen “Qemal Stafa” (prapa pastiçeri “Rinia”) Klaudio është i arrestuar për këtë aktivitet armiqësore.
Klaudio Daka implikon si nxitës në shkruajtjen e parullave armiqësore dajën e tij, Tonin Ndrek Demën, i vitlindjes 1960, me banim në qytetin e Shkodrës, me arsim të mesëm, i padënuar, i martuar. Tonini ndiqet në përpunim aktiv për veprimtari armiqësore dhe po punohet për dokumentimin e aktivitetit të tij për t’u arrestuar.
Hans Julian Benusi, i vitlindjes 1971, lindur dhe banues në Lagjen “Daniel Matlia” me arsim të mesëm jo të plotë, vazhdon vitin e dytë Industriale pa shkëputje nga puna, me punë elektroaut në ndërmarrjen e Bonifikimit, i padënuar, i pamartuar.
Më datën 2.2.1990 Hans Benusi ka hedhur në Ndërmarrjen e Bonifikimit një fletushkë me këtë përmbajtje armiqësore; “Poshtë Partia”, “Poshtë Familja Hoxha”, kjo vërtetohet me aktin e ekspertimit grafik nr. 29, datë 7.2.1990 si dhe nga deklaratat e Çesk Berishës dhe të vetë Hans Benusit.
Nga materialet që disponohen del se Çesk Vasel Berisha është i vitlindjes…lindur dhe banues në fshatin Gruda e Re me arsim të mesëm, me punë mekanik në Ndërmarrjen e Bonifikimit, i padënuar, i pamartuar. Ky është nxitës i Hans Benusit dhe që të dy ndiqen në përpunim, si autor të letrave me përmbajtje armiqësore.
Ylvi Shefqet Dibra, i vitlindjes 1927, lindur dhe banues në qytetin e Shkodrës, me arsim të mesëm me profesion stomatolog, në pension, i martuar, është anëtar i PPSH-së.
Më datën 13.02.1989, i ka shkruar një letër me përmbajtje armiqësore Sekretarit të Parë të Komitetit Qendror të Partisë, ku ndër të tjera ka shkruar fjalë të ulëta denigruese për anëtarin e Byrosë Politike që ka qenë sekretar i parë i Komitetit të Partisë së Rrethit të Shkodrës, duke shkruar: “Nuk e meriton që të jetë anëtar i Byrosë Politike.
Djalin e tij e ka dërguar në Francë për kurim, se i dhimbte veshi, e shoqja nga Parisi solli një kone që e ushqen me bërxolla … ka dhënë urdhër që t’i ndërtohet shtëpia e re veteranit të Luftës …”. Gjithashtu në letër ka shkruar edhe barsoleta me përmbajtje armiqësore.
Në bazë të aktit të ekspertimit grafik, Nr. 8, datë 13.01.1990, është vërtetuar se këtë letër e ka shkruar Ylvi Dibra dhe me miratim të sekretarit të Parë tët= Komitetit të Partisë së rrethit, Ylvi Dibra do të thirret e pyetet.
Frederik Rrok Ejlli , born in 1978 (age 12), born and residing in the village of Juban, Shkodra, student in the 5th grade of the 8-year Juban school.
On January 22, 1990, in the village of Juban, Frederik Ejlli dropped a leaflet with this hostile content: "Down with the Party", "Down with Ramiz Aliz". "If you don't stop, we will abolish communism".
This leaflet has been proven to have been written and distributed by Frederik Ejlli, both from the graphic expertise report and from his own explanations, with the instigator of this activity being his brother, Nesti Rrok Ejlli, born in 1971, residing in Juban with 8 years of education and working in a cooperative.
Operational actions are currently continuing to clarify this problem to discover the instigator, etc.
