The international unraveling of SKY ECC highlighted something that no one had dared to say out loud: Albanian organized crime had penetrated not only the country's economy, but also the administration, police, justice, and politics.

"The biggest problem of the special prosecution office that we are talking about today is the total absence of other institutions in the fight against corruption and organized crime. So the special prosecution office has remained a single island, and the special prosecution office itself cannot definitively change the entire reality in Albania," said lawyer Eugen Beci.

From the communications of thousands of encrypted devices, SPAK created nine large files and hit the most powerful organizations of the decade. Operations like “Revanshi”, “Metamorphosis” or “Golden Bullet” revealed that crime was not simply part of the territory, it was part of the state.

But those files that were rightly considered a great success might never have been cracked if it weren't for the help of partner countries that brought the transcripts of the SKY ECC and Enchro Chat platforms.

"But these platforms have exposed these criminal groups and consequently have made SPAK more aggressive in further actions and investigations," said former KLP member Tartar Bazaj.

"In this story, the issue is the filtering and analysis of evidence and how much these interceptions have served in the discovery of events, especially murders or other serious criminal events. This then requires a very professional analysis by the investigators, and not simply a clarification of the information in the sense of priming the conversations ," said former prosecutor Gentian Ternova.

At the top of the bloodiest stories stand names that have shocked public opinion: the Çopja brothers, against Erjon Alibej on one side, Plarent Dervishaj, against Aleksandër Muharrem on the other side.

Arben Ndoka and Emiljano Shullazi attempted to eliminate Durim Bami from one side, while the latter organized assassination attempts against Ndoka from the other side.

The Bajri group against the Lici group in Shkodra, who have bled the city in recent years in assassinations between them.

The most dangerous gangs of Elbasan, Shkodra, Nikla, Lezha, Vlora and beyond, which were once considered untouchable, today have concrete records of mafia crimes.

These operations have a dark side related to the debunking of conspiracies. Some of the most feared names in the underworld have managed to escape during the operations and are still at large today.

Important names of the underworld who remain at large are Altin Hajri, Aleksandër Laho, known as "Rrumi i Shijakut", Suel Çela, Erlis Duka, Mikael Qosja, Arben Ndoka, etc.

"This comes for two reasons, firstly because unfortunately for us, organized crime has infiltrated the state police to a considerable extent and the facts prove it, and in this case, preserving information to prevent the subject who is wanted or who is allegedly being arrested from reaching there. And the second is that in the case of operations related to organized crime, organized crime is not like all other citizens who stand in the middle of the road ," said lawyer Rezart Kthupi.

From Dubai to Belgium, from Tirana to Ecuador, Albanian networks circulated tens of millions of euros and laundered money in construction, trade, and various businesses.

SKY ECC also revealed the "criminals with ties": deputies, prosecutors and officials who guaranteed political protection for gangs or interfered in sensitive files, from the manipulation of Toyota Yaris to securing preferred candidates on electoral lists. A file that revealed the serious implication of people of justice, but it seems that it has not yet put the dots on the final.

"It is not simply SPAK's duty to construct the narrative of the events as they occurred, SPAK's duty is to prove it before the court, in order for the court to punish those found guilty," said lawyer Rezart Kthupi.

Ervis Çela, once unknown, emerged as a major cocaine wholesaler, with his brothers managing the transportation and distribution, until his arrest in Qeparo.

Along the same lines, Franc Çopja and his group created another trafficking and money laundering axis, while collaboration with Çela set up a dual distribution network.

The Hoxhosmani brothers and the so-called "Cinco" constituted another link, with direct connections to Latin America.

In parallel, SPAK struck cocaine laboratories in Qereka, Fushë-Krujë, and Frakull, Fier, part of an international network that brought cocaine from Latin America to Europe./ TCH
