The report of the High Inspector of Justice highlights a system overloaded with complaints about unfair decisions, delays in proceedings and procedural violations, but with minimal results in punishing magistrates.

Artur Metani seems to have completely dismantled the institution of the High Inspector of Justice. Although this body was established with the idea of ​​monitoring the work of judges and prosecutors and not tolerating any violations, in fact this institution has become a body of scoundrels.

The annual report of the High Inspector of Justice for 2025 has highlighted a stark contrast between the high number of complaints against judges and prosecutors and the extremely low number of disciplinary measures taken against them.

Although citizens and institutions have filed a total of 1,792 new complaints with the ILD during 2025, in the end it turns out that only a minimal number of magistrates have faced disciplinary investigation.

The report's data shows that in total, during 2025, the High Inspector of Justice had 3272 complaints under review, as 1480 cases were carried over from 2024. Of these, only 1635 complaints were reviewed, while another 1637 remain in process and have been postponed to 2026.

However, what is most striking is the way these complaints were handled. Of the 1,635 complaints reviewed:

-1211 have been archived since the initial phase;

-372 were archived after verification;

-only 52 complaints have gone through disciplinary investigation.

But even from these disciplinary investigations, the final result remains minimal. According to the report, only 12 decisions for disciplinary investigation have been taken against 13 magistrates, while practically only 8 cases have ended with concrete punitive measures or real disciplinary proceedings.

The figures raise serious questions about the effectiveness of the institution led by Artur Metani, especially at a time when citizens are massively complaining about injustice in the judicial system.

The report itself acknowledges that the vast majority of complaints are related to very serious problems in the system. Specifically:

-41% of complaints are related to incorrect application of the law or serious procedural violations;

-26% with unfair decision-making;

-23% with delays in judicial and investigative processes;

-the other part is related to ethics and conflict of interest.

So, most citizens do not complain about minor administrative issues, but about fundamental problems that are directly related to the way justice is delivered in Albania.

Another element that raises doubts about the functioning of the ILD is the fact that the institution considers the increase in the number of complaints as “an increase in public trust”. The report states that the progressive trend of complaints proves the increase in trust in the role of the High Inspector of Justice. But in practice, the figures show that the vast majority of citizens end up without receiving any concrete solution, as their complaints are archived.

Of the 1020 decisions made by the ILD:

-602 decisions were for archiving since the initial review;

-240 more for archiving after verification;

-only 12 decisions have led to disciplinary investigations.

This means that the disciplinary mechanism of the justice system continues to function at a minimal pace, while the number of complaints increases from year to year.

The report also highlights that a large part of the problems are related to delays in trials, failure to provide timely justification for decisions, protracted investigations, and the way the law is interpreted by judges and prosecutors.

ILD has also identified problems in the implementation of the amnesty law, where the following were found: inaction in issuing execution orders; different interpretations of the law;
inconsistencies in dates in documentation; procedural delays; lack of coordination between institutions.

However, even in these cases, the report does not identify strong concrete measures against those responsible.

Another problematic indicator is the high number of citizens who have made repeated complaints. According to the report:

-670 complainants have filed only one complaint;

-752 complainants have filed more than one complaint about the same subject.

This indicates not only high dissatisfaction with the system, but also a lack of confidence that initial complaints have not been handled properly.

Despite this situation, the ILD report considers 2025 as a period of "increased efficiency and effectiveness" of the institution, arguing that more complaints were reviewed with the same number of inspectors and staff.

But the figures show a different reality: thousands of complaints, hundreds of claims of injustice and delays, while the number of real punishments remains almost symbolic. / Pamphlet

          Artur Metani bashk me stafin jan te paaftë. Nuk zgjidhin asnje ankese .Per mendimin tim duhet te shkrihet ILD. Kam bere shume ankesa mbi 5 vite me dokumenta te rregullta dhe nuk me kan kthyer asnje pergjigje. Vetem t'a kthehen nje pergjigje se e morem ankesen tuaj dhe ngelem duke prit. Per mendimin tim duhet te shkrihet ai institucion se nuk funksionon Isa Izmir Bela Tirane
