"It all started with an absurdity by the prime minister. The prime minister comes out and says, in order to ensure our food is safe, we will not allow street vendors to sell goods without receipts."
Usually street vendors sell goods that they produce themselves.
So these are the traders who go to private markets, they are villagers who leave from the villages of Tirana and come here. Even by law, they are exempt from issuing invoices.
