Tirana Mayor Erion Veliaj is expected to appear in Parliament on June 30 to ask whether SPAK will accept the request of the Territorial Reform Commission. The latter has officially decided to hear the mayor of Tirana regarding any proposals he may have regarding territorial reform.
Arbjan Mazniku, co-chair of the Commission, said that after the official invitation is sent, the municipality must take measures to ensure the presence of the mayor. From the practices so far, the Territorial Reform Commission has decided that only the mayors of the municipalities should appear in the hearings. This means that the Commission does not accept persons delegated by the Mayor, or appointed deputy mayors, which means that in the case of the Municipality of Tirana, one of the deputy mayors will not be accepted.
" We have set a standard. We have not heard the deputy mayors, even when they were delegated by order. We are sending the invitation to the institution and the institution must take the appropriate measures to be represented by the person who has the right to be elected mayor of the municipality. We have sent the request specifically.
The Tirana district hearing will take place on the 30th. We are still discussing with the co-chairman the place and time, but I believe the time will be typical, 5 or 6. We are discussing a suitable place that is large enough for a hearing of this level and suitable for all parties ," said Mazniku.
The Mayor of Tirana, Erion Veliaj, has been under the security measure of "prison arrest" since February 2025, while SPAK has filed 13 charges of corruption and concealment of assets. The decision to allow Veliaj to participate or not in the Commission's hearing will be made by SPAK. If the Mayor of Tirana is allowed to appear, he is expected to be accompanied by police forces, a similar situation to his appearances at the Constitutional Court, or at the Administrative Court, where he is conducting a trial with prosecutor Old Dado.
