Propaganda for criminal amnesty falls, draft "blocked" by EU

Meanwhile, the Probation Service will amnesty 5,077 prisoners sentenced to alternative measures. The amnesty bill also provides that starting in 2024, criminal prosecution for a total of 14,000 proceedings for minor offenses will be discontinued.

This is the second blow the government has received from Brussels, after the "fiscal peace" was blocked a short time ago.

A few days ago, Minister of Finance Petrit Malaj confirmed that the relevant bylaws and instructions have been completed, but have not been implemented, as they have been sent for consultation to international partners. “ Regarding fiscal peace and debt forgiveness, all bylaws and relevant instructions have been completed by the Ministry of Finance. Since these were two very controversial laws, we have forwarded the bylaws to our international partners ,” Malaj declared.

The law approved by the Assembly provides for the automatic cancellation of all liabilities accumulated until December 31, 2014, with the exception of insurance contributions. In total, the scheme affects about 2 billion euros of liabilities, of which about 1 billion euros is expected to be fully forgiven for debts over 10 years. For liabilities for the period 2015–2024, which amount to 84.4 billion lek, the law provides for a forgiveness of up to 50% if payment is made by June 2026, or 25% if repayment is made in installments until the end of 2026. In both cases, fines and late payment interest are canceled.

So it seems that with the opening of integration chapters, the government cannot do as it pleases. Every draft needs approval from Brussels.
