The leader of the Democratic Party, Sali Berisha, has leveled accusations against the government regarding the creation of the state-owned company Albanian Digital Solutions (ADS), which he described as a structure established to channel public funds without clear control mechanisms.
In a statement to the media, Berisha called ADS "the Rama family's gold mine," claiming that the company was created without a specific decision of the Council of Ministers to clearly define its competencies, functioning, and relationship with the National Agency for the Information Society (AKSHI).
According to him, there is no law or government decision that defines the scope of ADS's activity, while all powers, according to the opposition's claims, are left in the hands of the main shareholder, AKSHI.
Berisha referred to a decision of the Council of Ministers dated May 20, 2026, through which a fund of 7 million euros was approved in favor of ADS. He emphasized that this decision was approved about two weeks after the company's registration with the National Business Center.
The opposition leader argued that the decision in question does not define the scope of the company's activities, does not approve the statute, does not clarify its powers or control mechanisms. Also, according to him, no clarifications are provided on the procurement regime or the reasons for the creation of this company.
"A monster has been created to steal unstoppably," declared Berisha, adding that the only publicly known decision on ADS only provides for its financing with 7 million euros.
As of the time of publication of this news, there has been no official reaction from the government or the mentioned institutions regarding these opposition accusations.
