The Democratic Party has sent a request to the Central Election Commission to not certify the results of the diaspora votes and audit the voting process from abroad. In the request signed by Franci Nuri, representative of the Democratic Party Alliance for Greater Albania at the CEC, the DP asks the CEC not to certify the results for any electoral district, including the results of the diaspora voting for that district, until a full and independent audit of the entire process is completed.

The CEC is also requested to immediately undertake an in-depth audit of the entire diaspora voting process, including:

Planning and preliminary preparation of the process,

Production and distribution of ballots;

Sending, receiving and recording envelopes;

The process of their administration, opening and counting;

"Envelopes that arrived empty, without ballots, as well as cases of envelopes distributed by individuals connected to patronage structures;

Serious discrepancies in the number of envelopes received and ballots counted; Cases such as the envelopes sent to Durrës district containing ballots for Gjirokastër district,

Total lack of transparency on the number of ballots produced and stamped for the diaspora;

"Leaks of voter data, unofficial distribution of envelopes, and significant anomalies in the administration and counting of ballots received from abroad," the DP's request states, among other things.

Dear Mr. Celibashi,

On behalf of the Democratic Party Alliance for Greater Albania (DP-ASHM), represented by Mr. Franci Nuri, in his capacity as representative to the CEC, we address you with this official letter regarding the diaspora voting process and its serious consequences on the integrity of the elections of May 11, 2025.

As the process of counting the final diaspora votes continues, this process is not only losing all credibility in the eyes of the public, but has also completely gone beyond administrative and legal control. The failures are numerous and already publicly documented, starting with:

Envelopes that arrived empty, without ballots, as well as cases of envelopes distributed by individuals connected to patronage structures;

Serious discrepancies in the number of envelopes received and ballots counted; Cases such as the envelopes sent to Durrës district containing ballots for Gjirokastër district,

Total lack of transparency on the number of ballots produced and stamped for the diaspora;

Voter data leaks, unofficial distribution of envelopes, and significant anomalies in the administration and counting of ballots received from abroad.

All of these constitute not only serious procedural violations, but also elements that deeply question the legitimacy of the election result for the diaspora vote.

Therefore, on behalf of the Democratic Party Alliance for a Greater Albania, we officially request the Central Election Commission to:

Not certify the result for any electoral district, including the result of diaspora voting for that district, until a full and independent audit of the entire process is completed.

Immediately undertake an in-depth audit of the entire diaspora voting process, including:

Planning and preliminary preparation of the process,

Production and distribution of ballots;

Sending, receiving and recording envelopes;

The process of their administration, opening and counting;

As well as any other act related to this process, from voter registration to the announcement of results for each district.

We demand that this audit be conducted by independent experts, unaffiliated with any state or political institution, and that its results be made public in full.

Without completing this audit and without full transparency over the process, announcing any results for the diaspora vote and consequently for any region would be a hasty action and contrary to the spirit of the law and the minimum requirements of electoral integrity.

We consider it necessary for the CEC to take these urgent steps, not only to address the catastrophic failure of this process, especially in countries like Greece, but also to preserve institutional legitimacy and citizens' trust in the democratic functioning of elections.
