The rainfall that began yesterday evening has also begun to cause the first problems in the Berat region.

Strong winds have left 10 villages without electricity since this morning: Backë, Gjergjovë, Koprencë, Gërmenj, Visockë, Qafë Helms, Melskë, Nikollarë, Dyrmish and Staraveckë in the Potom Administrative Unit in the Skrapar municipality.

Sources from OSHEE Berat confirm that working groups are on the ground and working to repair poles damaged by the wind and restore power to these mountain villages.

Likewise, the level of the Osum River is also rising and is currently at average levels.

Due to the rising water level of the Osum River, several hectares of agricultural land in the village of Veterrik and the Dafinave area in the Dimal municipality are under water.

During today's noon, there was a presence of stones in the area called "Rripi i Strorës" in Skrapar, but without hindering traffic, where work is being done to clean them. So far, there are no reports of emergency situations, roads or homes at risk from water.

Reshjet e dendura të shiut të rëna në orët e fundit kanë nxjerrë nga shtrati lumin e Vjosës, pranë Urës së Mifolit në Vlorë, duke shkaktuar përmbytje në tokat bujqësore dhe rrezik për banesat përreth.

Niveli arriti deri në 8 metra. Deri më tani, raportohet për rreth 40 hektarë tokë të përmbytur. 13 familje me shtëpi pranë shtratit të lumit u evakuuan, ndërsa 14 të tjera rrezikohen. Reshjet intensive shkaktuan rrëshqitje të dherave në fshatin Vajzë të bashkisë Selenicë, duke çarë fillimisht rrugën dhe duke shkatërruar 2 banesa menjëherë poshtë rrugës.

Niveli në rritje i prurjeve në lumin Vjosë, shkaktoi probleme edhe në krahun tjetër të urës së Mifolit, në fshatrat e Fierit Çerven, Kashishtë e Ferras ku tokat bujqësore janë brenda argjinaturës përgjatë lumit.

Reshjet me intensitet të lartë dhe të zgjatura në 3 orë pa mbarim gjatë mëngjesit nxorën nga shtrati edhe përroin Lunjë në Lushnje, duke përmbytur disa toka të mbjella dhe serat në Karbunarë, por situata sipas autoriteteve është nën kontroll, pasi hidrovorët kanë punuar me kapacitet të plotë.

Hundreds of hectares of land have been flooded by rain in the Shkodra region. According to information updated as of 15:30, the situation is as follows:

In the Municipality of Shkodra, work continues on the assembly of the "Bailey" bridge in the village of Bardhaj, while Civil Emergency structures are closely monitoring areas with the presence of water.

In the Malësi e Madhe Municipality , in the village of Reze e Vështit, there is water on the village road, while the cleaning of the canals and the repair of the road near the Dry Stream in the village of Kamicë is ongoing. In the village of Vukpalaj, water is reported in a house, while the Civil Emergencies, the Fire Service and local leaders are on the ground and ready for intervention or evacuation, if necessary.

Rainfall in the Municipality of Fushë Arrëz continues with high intensity and as a result, has caused a deterioration of the situation on several rural roads. In the administrative units of Iballe, Fierzë, Blerim and Qafë Mali, as a result of flooding of the roads, they have caused damage.

In the village of Obot , Ana e Malit Administrative Unit, the forces of the Northern Infantry Regiment have deployed a vehicle and 3 personnel to the field. The presence of water on the road is about 40 cm.

According to data from DRUK Lezhë, the Drin, Buna, Kir, Gjadër rivers, as well as the Glinë and Përroi i Thatë streams, have decreased flows and water levels, with a downward trend. The Shkodra Reservoir Dam does not pose a risk of damage or flooding. The Velipoja hydroelectric dams, in Vilu and Cas, are on standby and operating at full capacity.

OSHEE Shkodra informs that the electricity supply is in normal condition. A partial electricity outage is expected in the Bushati area, due to works by the OST on the 110 kV line.

Meanwhile, today afternoon (Wednesday, 07) and tomorrow (Thursday, 08) in the districts of Shkodër, Dibër, Lezhë, Durrës, Tirana, Elbasan, Fier, Berat, Korçë, Vlorë and Gjirokastër, intense rainfall is expected, while in the district of Kukës moderate to locally intense rainfall is expected. The rainfall is expected to be accompanied by storms. In the North, East and Southeast at altitudes above 500 m above sea level, the rainfall will be in the form of snow.

The situation in Novoselo became critical on Wednesday afternoon, after the Vjosa River reached a level of 8 meters, an alarm threshold that warns of a real risk of flooding. Local and central authorities have activated emergency plans and placed all terrain structures on alert.

Residents have been urged to exercise maximum caution and avoid moving near the riverbanks. "The coming hours will be difficult. The situation is being monitored intensively and we are committed to ensuring the safety of the community," said representatives of civil emergencies in Vlora.

In addition to Novosela, other areas in the south such as Fitore, Ferras, Poro and Mifol are under increased surveillance, as high water flows are endangering embankments and agricultural lands. According to data from IGJEUM, continuous rainfall in recent days has led to the swelling of rivers in several regions, especially in Gjirokastër, Vlorë and Fier.

Local structures have begun checking weak points in the embankments and logistical means have been made available for evacuation in case of need. Schools and public institutions have been notified to be on alert, while administrative units ask citizens to follow only official instructions and report any problems.

Albania under water, government without a plan; Prençi: We are 10 years behind with Civil Emergencies

Albania continues to be one of the countries most exposed in the Balkans to natural disasters, but without a real civil protection system. This is the accusation raised by Shemsi Prençi, former head of Civil Emergencies, in an interview with Syri TV.

Prençi speaks of deliberate failure on the part of Albanian institutions, which according to him are neither implementing existing laws nor building functional structures.

" Albania is a high-risk country due to its geographical position.  We face floods, fires, landslides, avalanches and roadblocks every year. And these do not come suddenly, except for the earthquake. All the others are predictable. Instead of having an organized system that prepares for them, we only have political statements and propaganda. And this is much more dangerous than the disaster itself ," said Prençi.

He points out that the civil protection strategy has been a mandatory document since 2015, but that the government has shelved it for more than a decade. According to him, this is no longer negligence, but institutional sabotage.

" For ten years now, the Albanian government has been obliged to adopt a national strategy for civil protection, which should be accompanied by a national plan, plans for each municipality and for each responsible institution. And we, in 2026, are still talking about 'document under public consultation'. This is not administrative delay, it is pure sabotage. Because every day without this strategy, we are unprotected, and the ones who suffer are the citizens ," he continued.

Residents say they have been left to their fate as no one has come to their aid. They are calling on the state to compensate them for the damage caused to their homes.

The Lezha region was hit by heavy rain yesterday, causing flooding in several areas for the umpteenth time in a few months. The water has flooded homes, schoolyards, and basements of buildings.

In Gjadra, the river's flow level has increased, flooding the bridge connecting the villages of Gramsh and Zojz with Gjadra while efforts are being made to clear the debris that had blocked the bridge. Residents of the flooded areas say they are sick and are also calling on the government to help them.

The Municipality of Mirdita is working to remove inert materials from urban and rural roads. Discharges from the Qafë Mollë HPP have not yet started, as the flows are considered manageable.

The area of ​​agricultural land under water in the territory of the Municipality of Lezha is estimated at around 1,010 hectares, distributed in several administrative units. In the Municipality of Kurbin, the flooded area reaches around 2,000 hectares, mainly in the areas of Fushë Milot, Gjormi, Mamurras and Adriatiku. Problems with electricity are reported only in the mountainous areas of Kurbin.

Meanwhile, the Burrel-Rrëshen national road is difficult to navigate with any type of vehicle due to numerous problems. In addition to the depreciation of this road axis over the years, recent rainfall has caused rock collapses and landslides in some segments.

The most problematic situation is near the Uraka bridge, where a rock mass has fallen into the middle of the road. Also, in this segment, there is a collapse of the road slope, narrowing the carriageway to only one direction of movement.

For 5 years at the head of the Municipality of Durrës, Emiriana Sako has only dealt with bidding for tenders, building permits, beach permits, rental contracts, business favors and bargaining with ministers and directors, to give millions of Euros to her company "Mectrin Motors".

For two days, the city of Durrës, the residential centers of the administrative units, businesses and lands throughout the territory of this municipality have been flooded, while Mayor Emiriana Sako, comfortable in her office and villa, is blaming the rainfall.

The truth is that Durrës continues to be flooded by rain, but the cause is not the rainfall, but the corruption and theft that the "beyler" of the municipality, Emiriana Sako, has committed from the funds of the surface and underground water drainage network.

SPAK leaders know this truth, they see it with their own eyes, and they have many denunciations and reports that prove that during the five years of Emiriana Sako's leadership of the municipality, Durrës has flooded even when it has only rained for an hour, even in the summer season.

After the major flood, SPAK was supposed to take the defendant and arrest the mayor of Durrës, Emiriana Sako, based on evidence that she financed a 20 million euro tender for the construction of the new hydropower plant, which is not functioning.

It doesn't work, because the investment was not made according to the project, because millions were stolen, in a bargain between Mayor Emiriana Sako, who signed the tender as the contracting authority, and the private company, taking delivery with false documents, as if the investment had been completed and the facility was functioning.

Another proof is the 18.7 million euros that Mayor Emiriana Sako has tendered and awarded during her five years in office, for the collectors and network of wastewater and white water, as well as above-ground sewers in the city of Durrës and administrative units.

But the recent rainfall showed that this network is also out of function and in some areas it is missing altogether, because investments have not been made and millions have been stolen through false reports of supervision of works and handover, without the full investments being made according to the projects.

Another proof is the tenders of around 220 million euros, made every year on the orders of Emiriana Sako, for cleaning the manholes of the city and administrative units, but even these rainfalls showed that they are out of order.

For five years at the head of the Municipality of Durrës, Emiriana Sako has only dealt with bidding for tenders, building permits, beach permits, rental contracts, business favors, and bargaining with ministers and directors, to give millions of euros to her family's company that sells and rents cars to institutions.

An additional motive for SPAK to indict the mayor of Durrës, Emiriana Sako, for causing this flood is the fact that since May 2024 she has been under investigation for tenders, building permits and reconstruction funds, while in November 2025, BKH seized her phone and computers and those of several directors of the municipality.

The next flood, caused by the theft of funds from the hydropower plant, collectors and sewage network, proves the accusations for which SPAK has been investigating him for a year and a half, but in the meantime leaves him free to steal and cause damage to the city, residents and businesses./ Pamphlet

Just a few meters from this location, about a month ago, a rock mass collapsed, forcing authorities to open a temporary bypass.

Currently, vehicle traffic continues on only one lane, while landslides continue along the entire road axis, posing a danger to road users.

This is the moral flood of the country. Instead of seeking a functional state for all, we line up as fans of the government.

The numbers on paper have increased dramatically, as have the budgets. Money poured in, but the infrastructure situation on the ground continues to fail.

Roads that have cost hundreds of millions of euros for a few kilometers are cracked or covered with dirt and stones as soon as winter sets in. Not just roads. Look at yesterday's photos from Durrës. The Veliera, a massive concrete structure, raised on four structural legs, with no clear social or economic function, a 12 million euro investment (?!) After a day of rain, it was a flat surface of water. It resembled the bed of a river.

It is impossible for such expensive works to fail so quickly, as soon as nature puts them to the test. The latest wiretaps revealed from SPAK files make the reason increasingly clear. The problem is no longer nature.

When we talk about floods, it would be disingenuous to exclude the community from responsibility. Illegal construction, blocking of drainage channels, dumping of waste in riverbeds, tolerating violations by the residents themselves. All have directly contributed to this situation.

But these behaviors do not arise in a vacuum. They are the product of a state that treats the law as a commodity. It negotiates it for votes, forgives it in exchange for bribes, and then "legalizes" it with a signature.

We Albanians justify petty corruption “down there” as an inevitable vice, as a popular habit. But it is a reflection of what happens “up there”. Where millions of euros crunch on Chesterfield armchairs while drinking Romanée Conti wine. From there, greed descends and spreads. This greed becomes the knot that then connects all the links of failure.

In this "height" of privileged pathos, one must strike hard. If the neck is not broken, the body will not learn to sit upright.

What is flooding us today, when the old alibi "no funds" has long since fallen? Money is no longer lacking. On the contrary, staggering amounts are being poured into infrastructure, unimaginable just a decade ago. And yet, the floods continue. So, what is really flooding us?

We are overwhelmed by the alliance of power with narrow private interests. This symbiosis has transformed territory into a commodity. Over this alliance lies a collective culture of tolerance for violation.

The loser is always the same, the ordinary citizen, the suburbanite, the farmer. The villas around Teg don't drown. The one who "has no connection" drowns. The one who has no voice, who has no protection.

Yes, it is true that the state today reacts after disasters. There are officials on the ground, emergency funds, promises of compensation. But this is only poor management of the consequence. The cause remains untouched, because systemic corruption makes it impossible to strike at it.

A social and functional state would invest much more in prevention. Much less in facades and propaganda.

Since we are on the subject of propaganda, a word about blind party militancy. Whether left or right, militancy has ceased to be a political conviction. It has become a defense mechanism for public robbery. Today's militant has become a guardian of abuse. He strongly defends theft from the party trenches, forums, cafes, social networks.

This is the most dangerous flood of all.

While governments, SP today, DP yesterday, share billions of euros of public money with their affiliated companies, with oligarchs, concessionaires, strategists and business friends, the militant base is committed not to holding people accountable, but to justifying and relativizing failures.

The tragic irony is that often those who fanatically defend their party are precisely the ones who pay the highest price. Their homes are flooded, their crops are destroyed, they are stuck in crazy traffic, they have accidents on poor roads, on uneven bridges.

Meanwhile, billions have been distributed, contracts have been closed, and invoices have been signed.

This is the scheme. There "up" near the "lonely peak" power and profit are shared, here "down" consequences, anger and division are shared. Ordinary people fight over party color, while those who have benefited from fictitious investments and non-tender tenders are together. Quiet, visible or invisible, but always winning.

Militancy, naive or paid, serves as a smokescreen. Every criticism is labeled "enemy", every question is called a "political attack", every failure is justified by comparison with the other: "What about them before?", "Why don't you talk about the DP?", "Why don't you talk about the SP?" Thus, the theft becomes "collective" in silence. Responsibility is distributed and distributed so much that there ends up being no one to blame.

This is the moral flood of the country. Instead of seeking a functional state for everyone, we line up as fans of the government. We cover up the problem with party slogans, we spread idiocy like "this is how the whole world is". All this, just because the taxman "is ours".

This is that "water" that doesn't just flood homes. It drowns reason, it drowns solidarity. It trivializes the noble idea of ​​public interest.
