The first letter, in addition to the oath of unshakable loyalty of the arrested former minister, contains the reaction of Hoxha, who after a long disregard for reflections from Hazbiu's cell, finally asked to read the next letter himself, photo-enlarged even for to explode with his own style: "Tell the traitor Kadri Hazbiu that the fictions and legends he builds in his head do not pass to me. We do not expect advice and lessons from him, but we demand that he answer to the justice bodies of the dictatorship of the proletariat".
There is no trace in the secret correspondence file whether this message from the dictator went to the VIP prisoner or not. The fact that Hazbiu has continued to write to him, shows that he was not familiar with the reaction of the leader in any case and the correspondence supervised by the Minister of the Interior, Hekuran Isai and Enver's two close people, Ramiz Alia and Haxhi Kroi, it was not intended to clarify the defendant, but to provide some unknown data in the interest of the investigation of the case under consideration.
The following letter of the former head of the Security, remaining on the argument that his crucifixion happened after he became a victim of the agent plan of the "conspirator" Mehmet Shehu and a still undisclosed group in the Politburo, who demand the overthrow of popular power and the elimination of the leader of the Party, brings back another alibi, this time with a concrete background and protagonist and with an intriguing approach to a possible terrorist act against the head of the regime.
"For years, there has been a joint plan of the Guard of the Republic and the Tank Brigade in Sauk, signed by Mehmet and Feçor Shehu", writes Hazbiu, according to which "they act for the security and evacuation of the leadership and Yours (!) in case aggression, which must be repaired as soon as possible". With this "concern", the former chief security officer, who rarely knows the party leader's paranoia, neither less nor more seeks to hurt Hoxha where he has the weakest point, why not regain as much as possible the former trust as only savior in the most critical circumstances, but now everything is over. However, Hazbi's signal, despite being scrupulously ignored, has not gone as a voice in the wilderness. Immediately after him, the commander of the Guard and the commander of the Sauk Tanks were dismissed, "due to circulation effects" and a multitude of changes were made in Hoxha's security structures, understandably without declaring the reasons and the source of the signals coming from Prison cell 313 .
Therefore, Hazbiu, in his last letter, does not forget to remind the head of the regime of the doubts about the group of doctors who took care of his health.
"I judge that your health service, - the former minister concludes the letter, - should be closely and continuously managed by Professor Hoxha (Fejziu), who has recently been unfairly dismissed".
For this, - the author of the letter points out, - he talked earlier with Sulo Gradec, the head of Hoxha's escort group, but also with Ramiz Ali, but surprisingly his words fell on deaf ears.

Dear leader Enver
The issue I'm writing to you about may have been resolved because two months ago I raised it with the Minister of Internal Affairs (it's about Hekuran Isain - note ed.).
For years there has been a joint plan between the Guard of the Republic and the Tank Brigade based in Sauk, according to which the latter, in cooperation with the Guard, operates with its force to secure and evacuate the leadership of Tuja in the event of surprise aggression over Tirana (supposedly from the air) and this plan was known by the enemies Mehmet and Feçor Shehu and beyond.
I think it will be seen if such a plan is needed. If so, it must be changed, and if this plan (changed) will be effective, and especially the cadre of the Sauk Tank Brigade requires constant care both for education and for its selection. In this case, it would be good for you to get to know the commander of this brigade closely and be careful with the rest, and the Guard, under these conditions, must act only on your orders.
I think that special care is also required for the Guard, with the selection of the effective, the changes in its framework. It is better to keep the command of the Guard closer and to teach it that, in addition to the usual service, to intervene with its force in any case of emergency, to react only at your command.
It would not be bad if you also orient the leadership assurance director yourself to integrate him well in this issue of your leadership assurance.
I also judge that your health service is directed closely and continuously by Professor Hoxha (Fejziu). I say this because I had detected a departure from him. I have told Sulo Gradeci (the head of Hoxha's escort group - editor's note) about this for a long time, and in one case also the secretary of the KQ, Ramiz Ali.
