The Tirana Prosecution Office has closed the investigations against the two brothers Shkëlqim and Florjan Dukaj within a 1-year period, considering them the main suspects for the serious incident that occurred on November 13, 2024, where the businessman originally from Dibra, Eduart Reçi, was killed.
The two Dukaj brothers, from the moment they were arrested until this stage, have not admitted to the crime, claiming that they knew the victim, but at no point did they participate in his murder.
Regarding this serious incident, the wife of the victim Eduart Reçi was also questioned by the criminal police, who stated in her testimony that her husband had significant conflicts with all the neighbors who bordered his property:
The victim's wife gave a statement to the police twice, initially indicating that Eduarti had conflicts with all of his neighbors and tenants, but she herself was unable to provide information about who she suspected of the murder.
"...over the years, my husband has built two mansions and a villa in Tirana, the "Folium Lounge" bar, and has rented out all the residential units, garages, commercial units, villas and other properties to various people...", the woman claimed.
Eduart Reçi's wife, after his murder, pointed the finger at several neighbors with whom the businessman had had significant conflicts.
Later, in a second statement given to the Tirana police, the wife of the murdered businessman also revealed the names of two brothers, Shkëlqim and Florjan Dukaj, who, after verification by the police, were arrested a few days after the incident and are still being held in isolation in detention facility No. 313 in Tirana.
In the first statement the woman gave to the police after the murder of her husband Eduart Reçi, she stated that her husband had had disagreements and conflicts with many of the people he had rented the premises to.
According to her, one of the people her husband had conflicts with was the tenant with the initials I. Also, according to the victim's wife, Eduart Reçi had a conflict with the person HB, owner of a nearby hotel, a neighbor with their property. The cause of the quarrel between them, according to the wife, was the dividing line of a wall between HB's hotel and their property, which is the palace's recreation area.
"...also, Eduart Reçi had another conflict with citizen K. Selishta, regarding an area of arable land in the village of Zdojan in Dibra, which is registered as Eduard's property and is in the possession of citizen K. Selishta ," Eduart Reçi's wife told the police.
The woman, in her two statements, was unable to determine which of the people who had conflicts could have killed her husband.
In the second testimony she gave to the police, she confessed that: "...other people with whom Eduart Reçi had a dispute over property issues are the two brothers Shkëlqim and Florjan Dukaj, owners of the "Polis" or "Cikos" bar near the scene of the incident, as part of this bar was built on our property...".
According to the investigative file, two days after the murder of Eduart Reçi, on November 15, 2024, the family of the victim Eduart Reçi handed over to the police the mobile phone used by him, the "Iphone 12" brand.
From the preliminary examination of this mobile device (communications, photos, documents), it emerged that the victim Eduart Reci was engaged in building a building, the construction of which required cooperation and agreement with other persons, bordering the victim's property.
The file states that: "...from the data obtained through operational and procedural means, among the persons with whom the victim Eduart Reci discussed this issue and did not find agreement on the construction of this building (palace) are the brothers Florjan Dukaj and Shkëlqim Dukaj, owners of a pub built with a tent and the businessman of an HB hotel in Tirana...".
Regarding this issue, Eduart Reci has communications with brothers Florjan Dukaj and Shkëlqim Dukaj, owners of a bar next to his property, as well as other people, in this case a specialist from the local Police, who Eduart Reci told that the brothers are untrustworthy.
The Tirana police and prosecution claim that the place where Eduart Reçi was shot with a sniper rifle is on the emergency stairs of a nearby hotel, but the perpetrator's escape was through a narrow space located between the hotel wall and the tented bar built by the two arrested brothers, Shkëlqim and Florjan Dukaj.
The latter were arrested 10 days after the serious crime, while none of them has admitted responsibility for the crime, claiming that they are not the perpetrators of the murder of their neighbor Eduart Reçi.
The prosecution in its file says that the brothers chose the location from which they shot, using fireworks as bait that one of them threw into the bar's yard so that the target would come out and the other would shoot it./ Syri Tv
