Durrës police have arrested 29-year-old Arbër Tivari, who, although under house arrest, is believed to be the perpetrator of several thefts in the coastal city.
Tivari is known for the serious accident he caused 3 years ago on the Tirana-Durrës highway, where two young women, Silva Gjergji, 26 years old, and Roxhesa Klironomi, 24 years old, lost their lives.
The victims were passengers in the vehicle driven by Tivari, who also has a previous conviction for illegal possession of weapons.
"He violated the "House Arrest" security measure and committed thefts in bars, in collaboration with two other citizens; the 29-year-old is identified, arrested and put in handcuffs."
One of his associates is also in custody, while work continues to identify and capture the other associate.
A vehicle and the clothing that these two citizens used to disguise themselves when committing thefts were seized.
Also, in cooperation with the Prosecutor's Office, work continues to uncover and legally document other thefts suspected of being committed by these citizens.
The Crime Investigation Specialists at the Durrës Police Station, within the framework of the police operation codenamed "Masa", identified, located and detained the following citizens: AT, 29 years old, resident of neighborhood no. 4 Durrës, previously sentenced and currently under the security measure "House arrest" for a fatal road accident that occurred in 2022. M. Ç., 30 years old, resident of neighborhood no. 8 Durrës.
The arrest of these two citizens was made after intensive work carried out by Crime Investigation specialists, which resulted in the fact that these two citizens, in collaboration with another citizen who is still unidentified, on 18.11.2025, during the night, in neighborhood no. 18 Durrës, in the premises of citizen LK, stole various items inside the premises, worth 3,000,000 old lekë.
Following the operation, it was possible to find the vehicle that these citizens had used to transport the stolen items, as well as the clothes that the perpetrators used in the theft.
In cooperation with the Prosecutor's Office, work continues to identify their accomplice, uncover and legally document other thefts allegedly committed by these citizens.
The materials were passed to the Prosecutor's Office at the First Instance Court of General Jurisdiction in Durres, for further action, for the criminal offenses "Theft committed in collaboration" and "Removing a prisoner from his place of residence", the police announced.
