The Shkodra Prosecution Office has charged 6 guards of the Reç Prison, who beat a convict to death.
The case was reported on the show Fiks Fare on July 3, 2024, after a complaint by the father of the prisoner Edmond Piraniqi. At the time, the prisons denied the incident in question. Meanwhile, after Fiks's complaint, a criminal investigation was launched and after 1 year of investigations, the Shkodra Prosecutor's Office confirmed that "the guards beat the prisoner."
At that time, Fiksi denounced the actions of the guards and directors of the Reç Prison in Shkodra, who beat and raped Edmond Piraniqi. According to the father of the convict, on June 29, 2024, his son was found without signs of life and was later sent to the Shkodra Regional Hospital. He said that the prison staff wrote in letters that his son had
attempted suicide. “Such a thing is untrue and that the boy was found on the floor and with major signs of violence on his body,” he said.
"They took too long to bring him in. They wrote in the letters that he tried to commit suicide in his cell, but I am 1000% convinced that they raped him. They have been taking him to the hospital since June 29. He has large marks on his body and he did not attempt suicide, but they raped and tortured him. The doctors at Shkodra Hospital told us that they raped him and he is now intubated. I demand justice so that this incident can be clarified, because the boy was 44 years old and until now he had not had any problems," Lulzimi claimed in July 2024.
After the complaint, the family members went to the Shkodra Regional Hospital at that time, where they spoke to a doctor. “It’s very bad. There were problems and the doctor wrote them in the file,” the doctor told them, “open the cameras and everything is visible there, get a lawyer and follow them.” In July 2024, Fiksi contacted the Reç Prison, which replied that “it is not established that violence was used, but this case belongs to the prosecution to investigate, which has also seized the film footage.”
Meanwhile, a year after the investigation, the Shkodra Prosecutor's Office has sent the file to court for 6 guards. They are accused of "committing arbitrary acts" and "causing suicide". According to the investigation, the defendants are guards Besmir Likaj, Elvis Bajrakurtaj, Fatmir Bushati, Indrit Duli, Senadi Bajrakurtaj and Fatjon Bajrakurti. The indictment states that the incident occurred on June 29, 2024, where Piranaqi was initially found with signs of life and then taken to the hospital.
"The verifications showed that at 20:48, an 'incident report' was compiled against this convict and he was sent to isolation by the security group. He had argued with the nurses and a basic role police officer, Altin Shaba. This police officer stated that the convict objected to his escort and was then grabbed by the arms by the security group, who took him to the room. The security group stayed in room no. 11 for about 5-6 minutes. Shaba states that he only heard the words from the convict '...I don't want to go to isolation....'" the file states.
The Shkodra Prosecutor's Office has questioned a number of officials, who have given various testimonies. Some of them have testified that these guards have exercised violence against this prisoner. Meanwhile, the prosecution writes that all the defendants carry out concrete actions in terms of accompanying and exercising violence against the convict. In fact, they appear and act as a group!
The file specifies that the footage was reviewed, where 5 police officers enter the cell and one of them guards them outside. "Then, the police officers leave the room and forcibly hold the convict, who is observed to be in a serious emotional state, while some of the officers appear laughing while escorting him in the corridor. In these footage, the
convict Edmond Piraniqi is seen sitting on the floor, where he is grabbed by Fatmir Bushati by the hair. This same guard, at the moment the convict is placed in solitary confinement, appears kicking the convict," the accusation continues.
The prosecution writes in the file that on July 3, after the materials were referred to the prosecution, the case was also reported by Fiks Fare. Initially, the guards were detained and the court imposed an obligation to appear and a ban on leaving the country. As well as suspension from duty. But, later the suspension measure was lifted and the guards resumed work in Reç Prison.

It has been proven that the guards beat my son. They write down all the actions quite clearly. They hit him and grabbed him by the hair. The boy had many marks on his body, major fractures and they wanted to make the case a suicide," says Edmond's father, in an interview for Fiks Fare. Lulzimi is currently in France, while also seeking measures against the guards.
"So far they have done 1% of the investigations. My son is in the ground, while they continue their work. No one has been arrested," he adds, while saying that these investigations also came thanks to the show "Fiks Fare".
"I will be grateful to you for the rest of my life, not only me but also my children. Thanks to you, this incident was investigated, because the prison and everyone wanted it to be a suicide. It is a pure murder. They killed him and wanted to close him down. It was only thanks to you that it was discovered. I will pursue him through all the judicial circles, even in Strasbourg.
