The Special Prosecution Office, SPAK, has closed the investigations and sent 29 officials of the Agricultural University of Tirana, who are accused of tender violations, to trial.

"Within the framework of this criminal proceeding, 9 (nine) procurement procedures conducted in 2022 were investigated, with a limit fund value of 90,000,000 (ninety million) lekë. Proactive investigations were conducted with special methods, which include interception of telephone conversations of UBT officials, observations and administration of documentation of procurement procedures with the contracting authority, UBT ," SPAK said in a statement.
During the investigation, SPAK found irregularities in the actions of the responsible academic staff at UBT, regarding the procedures of a tender on behalf of the university. According to SPAK, the responsible officials prepared fictitious project data, with specifications prepared by the competing and winning tender company itself.
The investigations revealed that these firms were not only favored and pre-determined in tenders, but also made fictitious bids on behalf of other businesses to inflate the value of the tenders. SPAK says that the investigations revealed that the preparation of documentation for the limit funds and technical specifications was done in full coordination with the pre-determined winners of the tenders, while no real market analysis was done.
This manipulation also involved members of the procurement unit and the Bid Evaluation Committee, who assisted in selecting the predetermined winners.
"During the investigation, legal violations were identified by the members of the procurement unit and the bid evaluation commission by the defendants: Amarildo Lleshi, Mehmet Qoshja, Altin Murto, Enkeleida Sallaku, Klara Jahollari, Agim Sefa, Arjan Buliqi, Serafin Skënderi, Ilir Kusi, Dritan Laçi, Azem Parllaku, Artur Koleci, Radion Dhromi, Blenard Spaho, Tedi Proda, Erjola Kopali, Klea Lekoçaj, Etleva Shore, Mimoza Shehu, Elvira Shtogu, Tone Vukaj, in collaboration with the head of the contracting authority, the defendant, Edmond Tërthorja, who created conditions and favored the announcement of the winners of the economic operators "Krijon"sh.pk, "Zero Group"sh.pk, "Malvina Visoka PF"", the SPAK announcement states.

SPAK sends 29 defendants for trial for violations with the Agricultural University of Tirana tenders The Special Prosecution Office against Corruption and Organized Crime filed today (22.07.2025) the request for trial of criminal proceedings no. 13/1 of 2022 (separate from criminal proceedings no. 13 of 2022), indicting 27 persons, officials of the Agricultural University of Tirana (UBT) and two persons, representatives of the economic operator "Krijon" sh.pk
Officials of the Agricultural University of Tirana have been charged with the criminal offense of "Violation of equality of participants in tenders or public auctions", in collaboration, provided for by articles 258 and 25 of the Criminal Code. While the two representatives of the economic operator "Krijon" sh.pk, are accused of committing the criminal offense of "Forgery of documents", committed in collaboration, more than once, provided for by article 186/2 of the Criminal Code.
Within the framework of this criminal proceeding, 9 (nine) procurement procedures conducted in 2022, with a limit fund value of 90,000,000 (ninety million) lekë, were investigated. Proactive investigations were conducted with special methods, which include interception of telephone conversations of UBT officials, observations and administration of documentation of procurement procedures with the contracting authority, UBT.
During the investigation, legal violations were identified by the responsible persons of the academic staff at UBT, the defendants: Romina Koto and Ilir Kapaj in the position of deputy/rector, Bejo Bizhga, in the position of Head of the Department of Preclinical Modules, which consist of designing projects and securing funds at the National Agency for Scientific Research and Innovation (AKKSHI), as well as illegal actions carried out in collaboration with the head of the contracting authority, the defendant Edmond Tërthorja, in the position of Administrator of UBT.
These persons have prepared fictitious project data, with specifications prepared by the economic operators competing and winning in these procurement procedures. After securing funds from AKKSHI, the contracting authority's illegal actions have continued, in the phase of preparing and carrying out the procurement procedures. The commission that calculated the limit fund and prepared the technical specifications has continuously and illegally collaborated with the procurement unit and the bid evaluation commission.

During the investigation, it emerged that the data for the preparation of the limit fund, technical specifications, terms of reference, as well as the drafting of standard tender documents, were prepared by the responsible officials of the contracting authority, in cooperation with the winning economic operators "Krijon"sh.pk, "Zero Group"sh.pk, and "Malvina Visoka PF".
In all of the above procurement procedures, the winning economic operators, “Krijon”sh.pk, “Zero Group”sh.pk, and “Malvina Visoka PF”, have provided falsified economic offers, on behalf of other commercial companies, which have been used by the contracting authority and have influenced the inflating of the limit fund, without conducting any market research.
Cases of conducting a procurement procedure with a predetermined economic operator as the winner, for equipment with other goods, made available to the contracting authority several months before the announcement of the procurement procedures, have been identified (procurement procedures conducted after the previous administration of these equipment, for which fictitious procurement procedures were subsequently conducted and their delivery was taken).
The Special Prosecution Office against Corruption and Organized Crime is conducting investigations within the framework of criminal proceedings no. 13 of 2022, to identify any other criminal facts, the responsibility of any other person who acted with the documentation of these procurement procedures, as well as other criminal facts within the framework of this criminal proceedings.
