Safet Bajri, Astmer Bilali and Behar Bajri Brajović have appealed to the Supreme Court requesting their release from prison, a measure previously imposed by the Special Court of Appeal and upheld by the Special Court of Appeal.
They are accused of the murder of Fatbardh Lici.
The incident they are accused of occurred in 2018. The Special Court approved the measure of "prison arrest" against both of them, as well as against Behar Bajri.
Safet Bajri was arrested on February 21.
In the court session, Safet Bajri refused to accept the facts presented by the prosecution as evidence.
Safet Bajri testified that on the day of the murder, he was at a disco and a fish restaurant, and then followed the same route home as every other day.
Also, a few days after Safet Bajri's arrest, his girlfriend, Eria Ago, was arrested, who is suspected of helping the assassins flee the scene.
Against them, SPAK has filed the charge of "Premeditated Murder", committed in a special form of collaboration, that of a structured criminal group, to the detriment of the victim Fatbardh Lici, as well as "Structured criminal group" and "Commitment of criminal offenses by a criminal organization and a structured criminal group".
Decision of the Criminal Court on the security measure
The Special Court, with decision no. 12, dated 17.02.2025, has decided:
– Assigning the personal security measure “Arrest in prison”, provided for by Article 238 of the Criminal Procedure Code against the persons under investigation Behar Bajri; Astmer Bilali and Safet Bajri, suspected of committing criminal offenses; “Premeditated murder” committed in the special form of collaboration, that of a structured criminal group to the detriment of the victim Fatbardh Lici, “Structured criminal group” and “Commitment of criminal offenses by a criminal organization and a structured criminal group” provided for by Articles 78/2 and 28/4, 333/a and 334/1 of the Criminal Code;
From the investigations conducted within the framework of this criminal proceeding, which is related to several criminal events that occurred in the city of Shkodra in 2018, it results that evidence has been collected on which a reasonable suspicion has been created that the persons under investigation; Behar Bajri; Astmer Bilali and Safet Bajri have planned, organized and carried out on 10.08.2018, in the city of Shkodra, the murder with a firearm of citizen Fatbardh Lici, a relative of citizen Inrahim Lici. The motive for his murder is suspected to be related, among other things, to the attribution that citizen Behar Bajri makes to citizen Ibrahim Lici for the murder of his acquaintance, citizen Boran Berçana.
On 21.02.2025, the General Directorate of the State Police executed security measures for the persons under investigation Behar Bajri; Astmer Bilali and Safet Bajri.
"The Special Prosecution Office thanks the General Directorate of the State Police and the Shkodra Local Police Directorate for their cooperation in the execution phase of security measures," SPAK announced.
How did Fatbardh kill Lici?
Fatbardh Lici, is the brother of Mustafa Lici and the uncle of Ibrahim and Hamza Lici. The 53-year-old was executed by a hail of bullets on the morning of August 10, 2018, while he was in a cafe accompanied by other people in the Kiras neighborhood of Shkodra. Lici was shot by a person who got out of a “Benz” type vehicle, without license plates. Fatbardh Lici was the brother-in-law of Lulëzim Kulla, where the latter escaped the TNT assassination attempt on January 13, 2018 and suspicions were raised that clashes had begun between the Bajri and Lici tribes.
