
Currency exchange points operate according to several new rules, which came into effect on September 15.
According to the regulation approved by the Bank of Albania, these entities cannot carry out cash transactions for amounts over 2.5 million lekë. Transactions above this value must be carried out through bank accounts.
"This intervention has also come as part of a policy and strategy to reduce the use of cash. In the multitude of institutions or restrictions, it was obvious that this restriction on currency exchange offices would also come. This restriction in an economy with high use of cash may have problems, it may take time from the operational side to be adopted, but I believe that clients and currency exchange offices will be educated ," said Dritan Vakaj, from the Association of Currency Exchange Agencies.
Also, the rules for licensing foreign exchange offices have been strengthened, increasing the requirement for initial capital from 2.5 million lek to 5 million lek.
"The Bank of Albania aims to further strengthen the sector, to ensure that foreign exchange offices rely on their own funds. It has been requested that the minimum capital be 5 million lek. This is an increasing requirement in terms of the source of these funds, to avoid bad actors or requests that come in the function of preventing money laundering or financing of terrorism. These are requests that are welcomed and we as an association have had no objections. Previously, the minimum capital to be licensed as a foreign exchange office was 1.5 million new lek or 15 million old lek," Vakaj told "Vizion Plus".
The regulation also stipulates that exchange points cannot hold more than 5 million lek in cash.
