While Albania continues to record stable economic growth, the International Monetary Fund warns that a series of internal and external risks could undermine macroeconomic stability, with particular emphasis on the so-called "Fiscal Peace" initiative.
At the conclusion of the Article IV Consultation for 2025, the IMF estimates that economic growth of over 3.5% is supported mainly by tourism and private consumption, but emphasizes that these sources are not sufficient to guarantee long-term sustainability in the absence of fiscal discipline and structural reforms.
One of the IMF's main concerns is related to the "Fiscal Peace" agreement, which provides for debt forgiveness and preferential revaluation of financial statements. According to the IMF Executive Board, this initiative risks seriously damaging the progress achieved over the years in tax administration and fiscal compliance, creating a negative precedent and weakening confidence in the tax system.
The IMF warns that such practices could discourage honest taxpayers, encourage future evasion, and reduce the state's ability to mobilize sustainable revenues, a key element for maintaining fiscal reserves and meeting future expenditures.
Beyond the “Fiscal Peace,” the IMF also identifies other structural weaknesses that threaten the Albanian economy. The decline in the working-age population is deepening labor market shortages, putting pressure on wages and inflation. At the same time, rising imports and public investment are widening the current account deficit, making the economy more vulnerable to external shocks.
On the fiscal front, the IMF warns that rising spending pressures related to population aging, defense commitments, and climate transition costs could jeopardize budgetary sustainability, especially after 2030, if not addressed in a timely manner.
The Fund emphasizes that maintaining stability requires abandoning short-term populist measures and focusing on sustainable reforms, strengthening tax administration, modernizing property taxes, increasing fiscal transparency, and improving the quality of public spending.

Fal strategjise se dembelizmit administrative, mbajtjes se shtetit me taksat, nderkohe qe bujqesia ka cof e industrite e trashegume i shfrytezojn hajnat e huja, shtresa e mesme me pensionistet e shtuar jo si zakonisht, ka rrit perfshirjen në nivelin e te varferve, duke ndiku ne mospagimin e taksave e tatimeve familjare apo detyrimeve te tjera. Sepse nuk kane jo sepse nuk duan. Dhe kur ske, kur shteti nuk te siguro pune e pare nuk ke cte pagush. Pastaj eshte mbivendosja e legjislacioneve, mish mashi ne dokumentacion, hajnite galopante te zyrtareve, rrompalla institucionale... Spo e zgjat se ka kaq shume arsye per te ndermarr amnistira qe vertete do ti nsherbenin shtresave te gjera te popullsise se tejvarfer shqiptare, jo gangstereve hajna te pasurum me lapsin magjik te Ed Rames. Ndermarja e nje amnistie te vertete si ajo e Sali Berishes ne 2011 do cliroj taksapaguesit familjare nga zinxhiri i pageses se detyrimeve te kalbura. Mospasja per te pagu ujesjellsin ka sjell mospagimin e taksave bashkise nga qe ato paguen vetem në sportelin e bashkise. Kjo eshte nje pjese e mish mashit institucional qe ka nisur te behet leshterik e pazgjidhshem. Ndaj lipset amnistia e duhur per te gjithe. Per të zeru te gjitha detyrimet e prapambetura te popullit taksapagus dhe të niset nga pika zero duke publikuar fuqishem sanksionet ndeshkuese per palet. Keshtu ndertohet kapitalizmi demokratik jo me ultimatume, lojra, shejtanlliqe kryemistrash "STRATEGJIK" per shok, miq e vota. Amnistia Berisha 2011 mbetet ende ne fuqi si ndihmuese e popullit te varfnur e neperkembur paciperisht.
