At this week's meeting of the Tirana Municipal Council, the acting mayor, Anuela Ristani, completely lost her composure when SP councilors asked her for clarification about the lack of cleaning in some areas of the capital.
But Anuela is very calm and "master" at fabricating tenders with citizens' taxes, disguising them behind enterprises under her control, for services in facilities and sectors that the Municipality of Tirana does not have under its administration and funding obligation.
In the Public Procurement Bulletin dated May 11, 2026, the Deputy Mayor, who is currently serving as Mayor of Tirana, announced a tender worth 72 million lek including VAT, for the maintenance of signage on the Grand Ring Road, through the Public Roads and Lighting Enterprise.
The fact that the Grand Ring Road is not under the administration and inventory of the Municipality of Tirana, but under the administration and still in the inventory of the Road Authority because it has not yet been handed over, creates suspicions of a fictitious and fabricated tender to launder the millions that have been spent.
Besides the fact that the Great Ring Road is administered by the Road Authority, its maintenance as a road and signage is a contractual obligation for a 5-year warranty, by the companies that built it according to the Lots.
The maintenance period for the signage for the 27 kilometer length of the ring road will be 2 years, at a cost of 26.7 million lek per kilometer; an overlapping expense that construction companies are obligated to pay for 5 years after they have handed it over to the Road Authority./Pamphlet
