The European Parliament's latest draft report on Albania does not use diplomatic language to embellish reality. On the contrary, it points its finger at one of the most sensitive wounds of Albanian democracy: media freedom.
At a time when official Tirana talks about "open chapters" and "consolidated reforms", Brussels signals that media pluralism, transparency of ownership, and the protection of journalists remain serious problems.
The concern is not theoretical. Albania is facing an alarming phenomenon: the increasing number of lawsuits against journalists and the media. So-called defamation lawsuits, but also other civil and criminal proceedings, are becoming an instrument of pressure. Even when they do not end with a conviction, they consume time, energy and financial resources, creating a climate of fear and self-censorship. Instead of the courts being a guarantee of balance between reputation and public interest, they are often perceived as an arena where political or economic power tests the nerves of critical media.
This picture becomes even more complicated when the new justice system itself enters the scene. The case of journalist Elton Qyno facing the Special Prosecution Office is an emblem of a new institutional tension. The contestation of journalistic sources and the interference that affect professional secrecy have raised serious questions: how far does the right of investigation go and where does the inviolable boundary of media freedom begin? If a journalist is put under pressure due to the publication of information of public interest, the message that is sent to the entire media community is clear; the limits of tolerance are narrow.
The paradox is stark: while SPAK has been constructed as a symbol of the fight against corruption and impunity, any perception that it might violate standards of freedom of expression risks undermining the moral legitimacy of the justice reform. The fight against corruption and the protection of the media are not competing objectives; they are two pillars of the same democratic architecture. Weakening one undermines the other.
The European Parliament's draft report does not call for privileges for journalists. It calls for European standards: transparency in media ownership, investigation of any case of threat or intimidation, and real guarantees for pluralism. In a small market like Albania's, where media ownership is often intertwined with large economic interests and public contracts, editorial independence remains fragile. When the weight of numerous trials and precedents such as the Qyno case is added to this, the picture becomes even more worrying.
For Albania aspiring to European integration, the message is clear: media freedom is not institutional decor for annual reports, but a direct test of democratic maturity. If journalists feel unprotected, if courts are transformed into tools of pressure, and if the prosecution is perceived as a threat to confidential sources, then the narrative of reform fades. Brussels has articulated its concern; now it is the turn of Albanian institutions to demonstrate that they understand that without free media, there is neither credible justice nor sustainable integration./ Pamphlet
