92 MPs appointed by party leaders will sit in parliament, while only 48 have direct votes...
Article 70 of the Constitution clearly states that MPs represent the people, which means direct elections by citizens. But after the Berisha-Rama agreement on April 21, 2008, this process was changed: MPs began to be appointed through lists of names by party leaders, losing the direct connection with voters.
Until the 2021 elections, there was still some competition within the closed and open lists, but in the elections of May 11, 2025, the quota was completely removed. As a result, most of the mandated deputies are appointed by party leaders, without direct votes from citizens.
In the closed legislature, only three MPs: Petrit Vasili, Vangjel Dule and Monika Kryemadhi, had 350–900 votes, while several others had 1,000–1,800 votes.
In the next legislature, however, there will be 92 deputies with zero votes, mandated with closed lists. Legally they are called representatives elected by the people, but in practice they are appointed by the party leaders.
Of these 92 deputies without votes, 46 belong to the Socialist Party, 39 to the Democratic Party and the "Alliance for a Greater Albania" coalition, while the rest include the parties of Tomë Doshi, Agron Shehaj, Arlind Qori and the "Albania Becomes" coalition.
This calculation also includes MPs such as Edmond Haxhinasto, Tedi Blushi, Erisa Xhixho and Brunilda Haxhia of the Freedom Party, Fatmir Mediu as chairman of the Republican Party, and representatives of smaller parties.
According to estimates, out of a total of 140 members of parliament, only 48 are directly elected by citizens, while 92 are appointed by party leaders. However, all of them will speak and boast that they represent the people./ Pamphlet
