Why does the Competition Authority never find violations in the company most accused by citizens?
The arrogance of the government, but also of its people, seems to have reached its peak. As everyone sees Edi Rama and his behavior, they have begun to imitate him, thinking themselves above the law. One of them is Denar Biba, who after serving for several years as a member of the CEC and after being fired as chairman after a few months of appointment, moved to the Competition Authority.
Since its appointment in 2021, the only thing this body has done is turn a blind eye to violations and injustices. However, recently Denari has gotten into his own fun and started acting like a gangster.
A few days ago in the Economy Committee, he challenged the Parliament and the Supreme Audit Office, making it clear that he is not accountable to anyone.
" The SAI came to us and requested all kinds of confidential and secret information to control our decision-making. In our assessment, this constitutes a clear violation of the independence of the institution ," he told MPs.
Meanwhile, just a short while ago, Denari threw a wrench in the Assembly, demanding more powers. He even went so far as to challenge SPAK, demanding access to conduct wiretapping.
" Our counterparts take your cell phones. This (cell phone) is the biggest traitor for any kind of thing. If you really want to do scrupulous investigative work, this is it. Even those gentlemen of SPAK or the prosecution in Albania have had most of their successes from Sky, from EncroChat. We do not have this opportunity. The Poles have it, the Turks have it, the Italians, the Germans, all the EU countries have it ," said Denar Biba.
But it seems that Denari has another problem, as his body has turned into a local institution. Undoubtedly the biggest scandal is related to One Albania, the company that is massacring Albanian citizens. Since the Hungarians took it over, the service to citizens has been terrible, not to mention the thefts that are made through tariffs.
In 2024, after the merger of Eagle Mobile with One, the company changed servers and had a problem with the service, leaving citizens for days without offers, internet, messages, etc. At that time, Denar Biba was asked in the Assembly about this situation. But instead of taking action, he came to the defense of the company. He even worried about its losses because many customers had left.
" The company in question had lost a significant number of customers due to a technical problem. They changed servers and had problems. When you lose market, you lose money, I don't know how the Competition Authority can identify a violation of the law. At this point we assessed that it was not necessary to go into investigation ," said Biba.
The company "One" has been frequently denounced by citizens, either for its high prices or for its poor mobile service. In addition, citizens have also denounced the arrogant behavior of its employees towards customers, failing to provide them with proper service.
But the climax came in May, when the company increased service fees. The company increased the prices of contract services and offers. But even in this case, the Competition Authority turned a blind eye. Not only that, but it came to the company's defense and accused citizens of not reading contracts well.
" In the relevant contracts that citizens have signed, including certainly us who are One clients, in the relevant contract that we have signed, you, me, our family members who are One company clients, it is clearly stipulated, despite the small print, on 3-4 pages, that none of us reads, for better or worse, that the company has the right to index prices in the event of increased inflationary pressures in the market ," said Denar Biba, also in the Economy Committee.
Even in 2022 or even in 2025, the Competition Authority has opened investigations against mobile companies. But even in those cases, no violations were found. So it seems that Denari is in a bargain with mobile companies. Not to mention flour companies, milk companies, hospitals, etc.
On the other hand, the KLSH itself, in an audit it conducted in 2024, found numerous violations at the Competition Authority, but these violations have likely increased and that is why Denari is hiding the files. /Pamphlet
