The 4 billion lek payment to the controversial singer was made without being approved by the Parliament, in violation of Article 101 of the Constitution.  Prime Minister Edi Rama has deepened the scandal of the payment of 4 billion lek from the state budget, which he donated to singer Kanye West, as a reimbursement for the failure to sell tickets for his concert in Tirana, because Albanians refused to attend.

The scandal began with the serious violation of Article 101 of the Constitution, by allocating 4 billion lek from the emergency reserve fund, which is used only in cases of natural disasters, health epidemics, and unavoidable economic crises.

Meanwhile, the concert of singer Kanye West, unwanted in all EU countries, is not an emergency matter, but is private business and propaganda for Edi Rama's personal power.

Prime Minister Edi Rama has further deepened the scandal with this extortion of Albanian taxes under the guise of a clientelistic concert, by implementing the payment for Kanye West's concert.

One day after signing it, he published Normative Act No. 3, dated July 6, 2026, in the Official Gazette No. 146, dated July 7, 2026, with the stipulation: "This normative act enters into force immediately and is published in the Official Gazette."

But Article 101 of the Constitution mandates these procedures to be implemented by the Prime Minister:

The Council of Ministers, in case of need and urgency, under its responsibility, may issue normative acts that have the force of law, for the adoption of temporary measures.
These normative acts are immediately sent to the Assembly, which convenes within 5 days, if it is not convened.
These acts lose their force from the beginning, if they are not approved by the Assembly within 45 days.
The normative act for 4 billion lek donated to the singer Kanye West, treating it as "expenditures for national emergencies", was signed by Prime Minister Edi Rama on July 6 and has not yet sent it to the Assembly, but, in violation of the Constitution, has also published it in the Official Gazette with entry into force without being previously approved by the Parliament.

Information received by "Pamphlet" from sources within the Ministry of Finance indicates that the Minister of Finance, Petrit Malaj, and the Minister of Tourism, Culture and Sports, Blendi Gonxhe, have made the payment to the singer's account without the Normative Act being approved in parliament, when it should be implemented only after it is approved in parliament.

Another element of the scandal with the 4 billion lek affair is in Article 3 of the Normative Act, which states: "The Ministry of Tourism, Culture and Sports is authorized to sign the contract with the singer's company, in order to disburse the foreseen fund."

The payment made shows that the normative act, contract and payment were made urgently within 24 hours, as if singer Kanye West's financiers were inside Blendi Gonxha's office to urgently receive the billions, and they were given to him without being approved by parliament.

As is understood, the Parliamentary Committee on Economy and Finance and the Speaker of the Assembly, Niko Peleshi, together with the SP MPs in line, have received orders from Edi Rama to approve "after the fact" this act of theft, previously implemented in violation of the Constitution./ Pamphlet
