The EU slap, Frida Krifca's affairs keep the last group chapter blocked...
Albania has today opened the fourth group-chapter of negotiations with the European Union. This development was loudly trumpeted by Prime Minister Edi Rama, describing it as a major achievement on the path towards the EU. The chapter in question concerns the “Green Agenda and Sustainable Connectivity”.
But what the prime minister doesn't tell us is the fact that the last group-chapter is still blocked.
To be more precise, so far the following have been opened:
• Group-chapter 1: Foundations of democracy – open in October 2024
• Group-chapter 6: External relations – opened in December 2024
• Chapter Group 2: Internal Market – opened in April 2025
• Cluster Chapter 3: Competitive and Inclusive Growth – open in May 2025
• Cluster 4: Green Agenda and Sustainable Connectivity – open in September 2025
The chapter that has not yet been opened is the one on "Resources, Agriculture and Cohesion", i.e. chapter group 5.
At the beginning of this month, " Pamphlet" warned that the EU has blocked this chapter group due to problems with agricultural funds. The Albanian government has been asked for a preliminary explanatory report on agricultural issues, including the administration of EU funds. Based on this report, it will be decided whether or not to open the relevant chapter group.
According to international media that covered today's activity, the plan is for this chapter to be opened within the year, but it seems that this is in the hands of the Albanian government.
A day ago, " Pamphlet" reported that a special group from the EU will come to Tirana, which will closely verify whether the government has established control mechanisms for funds coming from Brussels.
“ Albania and Montenegro, as EU candidate countries, are already receiving EU funds. We want to find out how this spending is monitored and see for ourselves the impact of the money on the ground. To get a comprehensive picture, we will meet not only with officials, but also with representatives of civil society, ” said Head of Delegation Niclas Herbst, before the mission began. The group will hold meetings in Montenegro and Albania on 16-18 September and will then issue a conclusion.
Today's development also exposes the Prime Minister and the Foreign Ministry, who in July claimed that Albania had opened the last group chapter with the EU. But in fact, the EU has asked Albania to present its position; where it stands with reforms, what plans it has for the future, how it manages EU funds, how it stands with standards, and so on.
In short, Rama should release Frida Krifca. The abuse occurred when she was the head of AZHBR. Rama then made her Minister of Agriculture. After the scandal broke out, he removed her as a minister, but made her an advisor, while SPAK on the other hand has a voluminous file from OLAF against her and is not taking action. /Pamphlet
