After more than three decades of American dominance, the world is entering an era of checks and balances. The APEC summit in South Korea is not just an economic forum, but the beginning of a new global security architecture, where Trump, Xi and Putin are reshaping the world order beyond traditional blocs.

In 1972, Richard Nixon warned that “in a world without balances of power, there is no peace, but insecurity; peace is not a natural state, but the result of the efforts of those who maintain it.” This phrase, which once described the Cold War, today defines the reality of the 21st century: the collapse of the unipolar order and the birth of a tripolar world.

After three decades of the United States setting the rules of the international game, the global order is being reshaped. The much-talked-about meeting between Donald Trump and Xi Jinping in the corridors of the APEC summit in Gyeongju, South Korea, preceded by the Putin-Trump talks, is the symbolic moment of this change: the US, Russia and China are setting the rules of the new balance of power.

Officially, APEC remains a platform for economic cooperation between 21 member countries, with an emphasis on the digital economy and sustainable development. But behind the declarations of a “green future” and “responsible innovation,” the real dialogue of the era takes place: the negotiation of peace through the distribution of spheres of influence.

Russia and China have spent more than two decades building a Eurasian alliance that spans everything from energy and infrastructure to security and finance. Vladimir Putin’s doctrine of the “Eurasian security architecture” and Xi Jinping’s vision of the “shared future of mankind” have become the two pillars of this new order, where the balance of power is no longer based on sanctions and economic pressure, but on agreements between equal powers.

In this context, Trump's US does not return as a hegemon, but as a participant in a system that seeks stability through agreements. The doctrine of realism, which replaces the moral idealism of the Biden administration, aims for a negotiated order: Russia remains the dominant factor in the Eurasian space, the US maintains control in the Atlantic and Europe, while China guarantees balance in the Indo-Pacific.

In this configuration, Europe appears weaker than ever. Bound by the logic of sanctions, dependent on American security and foreign energy, it has lost the ability to act as a political subject. Consequently, the new international order will be written without it: the world of grand bargains is being born in Gyeongju, not in Brussels.

After the war in Ukraine, where the doctrine of sanctions failed to change Russia's behavior, the West lost its monopoly on global influence. Meanwhile, Putin has turned the conflict in Ukraine into an instrument to consolidate his role in Eurasia, while China remains the economic engine that keeps Asian countries connected through the network of BRICS, SCO and ASEAN.

This is the reality of the new multipolar world: an order where no one anymore has the luxury of dictation, but only the possibility of negotiation.

The next meeting, in the Trump-Putin-Xi format, will mark the formalization of this model. History is repeating itself – not as a war, but as a new global agreement that sets the boundaries of influence for decades to come.

In the end, the question is not who wins, but who adapts. Those who continue to believe in the old order will remain on the periphery of history. Those who understand that power today is balance, not dominance, will be the founders of the New World Order./ Pamphlet
