Mogherini is suspected of abusing College of Europe funds...
Federica Mogherini, the former EU High Representative for Foreign Policy and current Rector of the College of Europe, has been arrested in Brussels as part of a wide-ranging investigation into fraud in public procurement procedures. The news has been confirmed by Belgian media, which report that her detention is linked to a corruption scandal involving the College of Europe and the European External Action Service (EEAS).
Investigators today carried out searches at the offices of the EU diplomatic service in Brussels, as well as several buildings of the College of Europe in the Belgian city of Bruges. In total, three people were detained, including Mogherini.
The possible charges relate to the period 2021–2022 and include suspicions of fraud in the award of public tenders, corruption, conflict of interest and breach of professional secrecy. The investigation is focusing on how the College of Europe won a tender to develop the “European Union Diplomatic Academy”, a 9-month training programme for young EU diplomats.
Prosecutors are trying to find out whether representatives of the College of Europe had prior information on the selection criteria during the tender process, which would have given them an unfair advantage and could point to a possible case of favoritism or unfair competition.
Raids in Brussels and Bruges: Police enter EEAS headquarters
In the early hours of the morning, Belgian federal police raided the EEAS headquarters in Brussels, several buildings of the College of Europe in Bruges, and private homes of people linked to the case.
According to witnesses, about 10 plainclothes officers entered the EEAS offices at around 07:30, seizing documents and materials related to the tender process. The raids were also confirmed by an internal official of the EU diplomatic service.
The operation was carried out in cooperation with OLAF, the EU's anti-fraud office, and under the direction of the European Public Prosecutor's Office (EPPO).
Suspicions of tender fixing
The investigation focuses mainly on the establishment of the New Diplomatic Academy of the European Union, an annual training programme for young European diplomats, funded by the EEAS and administered by the College of Europe. The central charge relates to suspicions that the College of Europe may have had inside information on the criteria and specifications of the tender, which would constitute unfair competition, conflict of interest and breach of professional secrecy.
Investigators are also looking into the €3.2 million purchase of a building in Bruges by the College of Europe, which was then used to house academy participants. The purchase was made in 2022, at a time when the institution was experiencing financial difficulties, and just months before the tender was announced for which the College subsequently won €654,000 from the EEAS.
This suspicious timing has raised serious questions about how the tendering process was formulated and administered.
Scandal strikes at the core of EU institutions
This issue constitutes the latest blow to the EU institutions after a series of scandals that have exposed the weaknesses of the control and integrity system within Brussels structures.
Mogherini is under great pressure, as she currently heads both the College of Europe and the EU Diplomatic Academy, institutions that are the direct subject of the investigation. Meanwhile, during the 2021–2022 period, the EEAS was headed by Josep Borrell, who has not yet commented.
OLAF and the EPPO have refused to provide details of the investigation, and no one has yet been formally charged. However, yesterday's arrests and raids signal that the investigation has entered an advanced stage and is expected to expand. / Pamphlet

Nejse, tani kuptuam pse thotë palloshi që në 2030 do futemi në BE. Ata qënkan të korruptuar si qeveria e palloshit. Thjesht kanë rroga më të larta, mirëqënie më të lartë ekonomike. Ne për 5 vjet do i arrijmë falë ekonomisë që pastron miliarda sidomos në ndërtim. Shqiptarët do vazhdojnë të shpopullohen. Ata që do rrinë këtu do jenë nga halli ose nga qejfi. Pikërisht kontigjenti i votuesve që do palloshi.
