The suspension of Ulian Shpataraku on the first day of Sokol Bizhga's leadership reveals a wide-ranging scheme of unpaid salaries in the Ministry of Interior and the State Police.
The acting Director of the State Police, Sokol Bizhga, suspended on his first day of duty Ulian Shpataraku, an employee who was paid without showing up for work. After this case, sources from the structures of the Ministry of Interior and the Police report that there are about 520 employees on the payroll who receive salaries without performing real service. According to the complaints, some of them live abroad, while others are involved in private businesses or other activities. The phenomenon has raised questions about internal control and the responsibility of managers who have allowed this practice for years.
On his first day of work as acting director of the Police, Sokol Bizhga suspended Ulian Shpataraku, an IT assistant at the directorate, because he was receiving his salary and not showing up for work at all, with the excuse that he was continuing his "Master's" studies, when this level of study is conducted outside of official hours.
After his suspension, "Pamfleti" received denunciations from sources within the Ministry of Interior, the General Directorate, and the regional police directorates, according to whom there are many in these structures like Ulian Shpataraku who receive their salaries without going to work at all for years.
In total, there are 520 "ghost" employees on the payroll of the Ministry of Interior and at every level of the State Police, who are "recognized" only by the ATM where they go to withdraw their salaries.
Their failure to show up for work is a known and repeated issue by heads of structures, but no minister or director general in 13 years has requested their removal from the payroll. Consequently, no investigation has been conducted into the bosses who allow this fraud and theft.
According to the internal regulations of the Ministry of Interior and the State Police, every employee must register every day in a special attendance book at work or must declare in advance when and where they are on duty outside the institution.
While 520 of them receive their salaries without even going to work. According to information, some of them have been living outside Albania for many years and are not even recognized as faces, while others are in Albania and deal with their businesses.
But they use their documents as employees of the Ministry of Interior and State Police to gain tolerance and immunity in their personal affairs and in many cases to mask their involvement in criminal activities.

1. Directorate of Territorial Coordination Policies and Support Services in the ministry.
2. Directorate of Supervision and Administration of Registers and the “Illyrian Guard” Police.
3. Ministry of Internal Affairs and Fire Service Rest House.
4. General Directorate of Civil Status and the Agency for the Administration of Sequestered and Confiscated Properties.
5. Criminal Police Department and Economic-Financial Directorate at the General Directorate of the State Police.
6. Border Department and Department of International Relations.
7. Department of Public Order and Security, Department of Support Services and Department of Information Technology (IT).
8. Police Directorates of the regions of Tirana, Durrës, Elbasan, Vlorë, Berat and Dibër.
The most flagrant case was that of Muçi Shaljani, on the payroll of the Police Supervision Agency, who had not shown up for work even once, until he was killed during the assassination attempt in Rinas, in the same car with an exponent of the criminal world.
Even the suspended Ulian Shpataraku, with a criminal record for connections with traffickers, was hired at the State Police Directorate by his friend Ilir Proda, who paid him by not going to work at all, and even gave him the high rank of "Director" in violation of the law./ Pamphlet
