The National Council of Territorial Affairs has approved the construction of two twin towers on Kavaja Street, one of the most expensive areas of Tirana.
Behind the project is the company “Glob-3X Group”, with father and son partners from Mati, while the architecture was signed by the international studio “Coldefy”, connected to the personal circle of the Prime Minister.
The investment of 210 million euros by a company with annual profits smaller than a neighborhood business, has raised strong suspicions of money laundering of corruption and criminal activities.
Every time he has been asked about the ban on the construction of towers in Tirana and the concreting of the capital, Prime Minister Edi Rama has given the same answer:
"More and taller towers will be built; this is modern urban development."
In reality, this construction craze has nothing to do with development.
It is simply the continuation of a political and economic bargain that has filled the center of Tirana with towers, while behind them hide oligarchs, "mask" companies, and undeclared capital.
Two twin towers on Kavaja Street
Finally, the National Council of Territorial Affairs (KKT), with the signature of the Prime Minister himself, has approved the construction of two giant skyscrapers on the axis of Rruga e Kavaja, an area with record value in the real estate market.
These two towers will be built by the company “Glob-3X Group”, with partners Skënder and Visjan Dedja, father and son from the village of Dukagjin i Matit.
According to the project published by the French studio “Coldefy”, which is based in Paris and Shanghai, the towers will have identical architecture, with extreme heights and residential, commercial and hotel functions.
The decision on the construction permit has not been made public by the KKT or the Territorial Development Agency (AZhT), as required by law.
But the documents and images have been published on the official websites of the company “Glob-3X Group” and the studio “Coldefy”, with the announcement that the works will start soon.
This fact shows that the permit has been signed and finalized, as no company dares to make such a project public without government guarantees.
"Glob-3X Group" firm: 3.5 million euros capital, 210 million euros project
According to data from the National Business Center, “Glob-3X Group” has a charter capital of only 3.5 million euros, while its annual profits range from 550 thousand to 2.2 million lekë, a level that resembles a small neighborhood business.
However, this company has undertaken an investment of 210 million euros for the construction of two towers in the center of Tirana.
In the absence of transparency about the source of funds, the logical question arises:
Where does the 210 million euros of “Glob-3X Group” come from?
Neither KKT, nor AZhT, nor the government have conducted any financial verification, although the law requires detailed declaration of capital sources for any such project.
Sources from the construction sector claim that the company may be a front for networks of oligarchs close to Rama, who are laundering corruption and smuggling money through construction.
The pattern is familiar: small companies with ridiculous capital register as “investors” and then transfer hundreds of millions of euros through private banks under fictitious justifications.
From "urban development" to a corruption business
This is not the first time that Edi Rama has given the green light to towers with dubious investors.
In several similar cases, including TID Tower and projects near Rinia Park, investments have been made by companies with minimal capital and strong ties to political power.
In all these cases, the origin of the money has not been verified, and no financial investigation has been opened by SPAK or the Directorate for the Prevention of Money Laundering.
But this one on Kavaja Street is perhaps the most flagrant example: a company with annual profits the size of a kiosk, suddenly investing 210 million euros, with the personal blessing of the prime minister.
This is a clear alarm for the justice institutions, which have so far remained silent in the face of massive money laundering through construction in Tirana.
While Tirana drowns in concrete every day, Edi Rama calls this “modern development”.
In reality, it is development for the oligarchs and impoverishment for the city.
If justice were independent, every tower in the center of Tirana would be evidence of a money laundering investigation.

I kane mbledhur nga kursimet e pensionit te babajt.
Ju te Arlis (e te tjere ku jane) gjejeni me shkrim dhe shkoni me avokat ne gjykate.. po aman tia merrni kompanise.. se nga buxheti aha (se moret se nuk moret populli mban) nuk po i hyj fare bisedes se nga i gjetet dhe ju gjithato pare (mgjth skema ndaj shkon keshtu se janë te gjithe te perlyer nga nje cik) Mire kur kishte informalitet.. e prapeseprape ajo gjykatesja nuk ia pranoi tim eti qe X i kishte borxh me letër te shkruar para nga vete ai po i tha po ti ku i gjete leket qe ia dhe ketij.. harroi debilja bazen ligjore qe po trajtonte.. mund ta hapte si ceshtje me vete me hetim nga prokuroria e ta shtynte si afat.. edhe pse e ka me audio te regjistruar (nuk i deshi dora :/ se kishte marre zarfin... e keto joshin.. paga nga populli eshte pare xhepi, po iku me veting te pakten)
