
A home search conducted on February 13, 2025 at the home of the former director of SHISH for the Berat Region, Aleksandër Shulla, revealed the presence of two USBs, inside which two "USB-Drive" materials were found, containing information classified as "state secret".
Both copies of the secret files were copied from a single copy kept at the Central Office of the State Intelligence Service and it is not yet known under what circumstances it was copied and ended up in the apartment of the former director of SHISH, Aleksandër Shulla.
Journalist Elton Qyno has learned that after this discovery, the SHISH Central Office was notified, which has launched an internal investigation, in the hope of discovering the person who copied the only copy of the information held at SHISH, and then took it outside the walls of the central building.
SHISH has raised strong suspicions that an espionage cell operates within its structures, which performs a dual role and collaborates with other foreign individuals, trading classified information to the latter.
It is not yet known exactly under what circumstances the copying of the material was carried out, but SHISH, through a letter dated March 19, 2025, confirmed to the Berat prosecutor's office that the two "USB-Drive" materials with "State Secret" information were kept in a single copy in the SHISH central building.
"...from the verifications carried out, it resulted that two of the materials located on the USB with the name "USB DRIVE", are classified at the "secret" level and are administered at SHISH, in a single copy. Copying or duplicating these materials on removable media is prohibited and in violation of the acts that regulate the work of SHISH..." - the SHISH letter states.
But the copying and then the informal release of this state secret material, which is not known exactly what it is about, was discovered quite by chance by the police and the Berat prosecution, which had launched a criminal investigation into "Unlicensed organization of gambling", focusing on the son of the former director of SHISH, citizen Pandeli Shulla.
As part of the investigation into this case, the police have searched several homes, including the home of the former director of SHISH for Berat, Aleksandër Shulla, where his son also lives.
Meanwhile, the state secret was found on two USB drives in Aleksandër Shulla's apartment, where one of the USB drives turned out to belong to his wife, as, along with the secret material, the USB also contained other materials related to her duties as a teacher in preschool education in the village of Otllak.
The receipt of these materials in violation of the rules on the security of classified information, and their distribution on two USB drives, inside Aleksandër Shulla's apartment, when he was no longer performing his duties as a state intelligence officer, which resulted in their partial or complete exposure, in an unauthorized manner, constitutes a violation of the security of classified information.
During questioning, Aleksandër Shulla stated that he worked as the Director of the Berat Intelligence Service and owned a firearm, the "TT" pistol, with a permit, as well as the corresponding ammunition.
Shulla explained that in November 2023 he was removed from duty and handed over his weapons, but forgot to hand over the ammunition found in the apartment by the police services.
He explained that the 5 7.62 caliber cartridges are cartridges from old weapons that he found in the old SHIK building and took as a souvenir and forgot them in his apartment.
According to him, his son, Pandeli Shulla, has no connection to the ammunition found during the search of the apartment and he has no knowledge of whether he is involved in gambling activities. /Ora News/
