The Kosovar businessman raises the alarm about the blockage of works since May 18, speaking of a violation of legal security, contradictory judicial decisions and serious damage to the Albanian economy.

The situation at Vlora International Airport has entered a new phase of tension, after businessman Behgjet Pacolli has publicly reacted with strong accusations about the blocking of works and the legal uncertainty that, according to him, is damaging one of the largest strategic investments in the country.

Through a public statement, Pacolli states that works at the airport have been hindered since May 18, 2026, in violation of final decisions of the Court of Appeal and the Supreme Court.

" The situation at Vlora Airport has reached alarming proportions and requires immediate intervention by the competent institutions of the Republic of Albania. Since May 18, 2026, works at Vlora Airport have been hindered and blocked by actions taken by a group of persons, which, in our opinion, are contrary to the law and final judicial decisions of the Court of Appeal and the Supreme Court ," he said.

According to Pacolli, the consequences of this blockade do not fall only on the concession company, but affect the public interest, the national economy and the development of the Vlora region.

" This blockage is causing significant and ongoing damage to the public interest, the national economy, the local community and the concessionary investor MABCO, which has assumed and continues to bear the financial burden of the project alone, with a multi-year investment and commitment exceeding the value of 310 million euros through capital injections, works and financial guarantees ," he said.

The Kosovar businessman warns that delays in the completion of the airport are bringing serious economic consequences and damaging Albania's image in the eyes of foreign investors.

" The delays in the completion and commissioning of the airport, which stem directly from these obstructive actions, are causing serious consequences for the economic development of the region and are severely damaging the image of the Republic of Albania as a safe place for strategic investments and for guaranteeing the rule of law ," said Pacolli.

In his response, he rejects claims that responsibility for the delays falls on the investor, attributing the situation to a series of decisions that, according to him, have created deep legal uncertainty.

" It should be noted that the delays in the implementation of the project do not stem from the investor, but from actions and procedures that have led to the issuance of a series of contradictory and legally contested decisions by the courts of first instance, which, in practice, have prevented the execution of decisions of the highest judicial instances. This situation has created legal uncertainty and violated the fundamental principles of the hierarchy of judicial decisions and legal certainty ," he emphasizes.

Pacolli states that the consequences are not limited to the airport project, but directly affect the authority of justice and citizens' trust in the rule of law.

" Such decisions, supported by actions of certain persons and formalized through relevant judicial acts, constitute the main cause of the aforementioned economic damages, while at the same time seriously violating the authority of the justice system, the constitutional order and public trust in the functioning of the rule of law ," he said.

Furthermore, the Kosovar businessman also raises concerns about the involvement of state structures in circumstances that, according to him, require full institutional verification.

" Equally worrying is the fact that, in certain cases, the implementation of these actions has been accompanied by the involvement of state structures in circumstances that require full institutional verification and investigation, with the aim of guaranteeing legality and protecting the public interest ," said Pacolli.

At the end of his reaction, he called on the Prosecutor's Office, law enforcement agencies, and responsible institutions to intervene immediately to unblock the works and investigate those responsible for the situation.

" We call on the competent law enforcement agencies, the Prosecutor's Office and all responsible institutions to urgently take the necessary actions to unblock the works, restore legality, guarantee the implementation of final court decisions and fully investigate any action or inaction that has contributed to the creation of this situation ," he concluded.
