
Oligarch Bashkim Ulaj has surrounded the construction site of the “Blu Borgo” tourist resort in the Baks-Rrjoll area of Velipojë with barbed wire. The move has sparked a backlash from residents of the area, who claim ownership of the land where the investment is taking place and have been opposing the project with ongoing protests for months.
Footage filmed by residents themselves shows the installation of a fence around the perimeter of the construction site. In their reactions, they describe the fence as illegal and have announced the organization of a national protest on June 13, at 11:00, in Rrjoll.
The situation comes shortly after the removal of barbed wire that had surrounded another disputed area in Zvërnec. The decision followed an incident in which a protester was assaulted by private security workers contracted by investors. Later, the inaction of the State Police during the protests led to dismissals and the launch of administrative investigations.
In Baks-Rrjoll, residents claim that a former Shkodra Cadastre official manipulated ownership documentation, appropriating significant areas of land that were later, according to them, sold to the investor who is building a resort on the coast of Velipoja.
Although the case is under investigation by the Shkodra Prosecutor's Office, the works have not been stopped. This has increased tensions between residents and representatives of the construction company, as well as with private security guards guarding the site. In some cases, physical clashes between the parties have been recorded.
The clashes have led to numerous criminal proceedings against protesting residents, while the development permit for the project was approved by former Deputy Prime Minister Belinda Balluku.
In their public reactions, residents say that the barbed wire fence symbolizes not only the loss of property, but also the violation of their dignity. They have moved the protest to Tirana, joining rallies that have been taking place in the capital for days in support of their cause.
Residents are demanding the suspension of works until the completion of investigations and full verification of ownership documentation for the disputed lands.
