Since June 12 of this year, construction entrepreneur Ilir Shtufi has been in Greece, awaiting extradition procedures to Albania, as there is an arrest warrant against him for involvement in a criminal group investigated for "drug trafficking" and "money laundering."
However, his business, suspected of laundering the "Aruba Group's" cocaine money in concrete complexes, continues to benefit from facilitation from state authorities.
On June 26, 2026, while he was on the run, the Technical Council at the Ministry of Tourism approved that one of his companies should proceed with the procedures for a permit to build a villa complex in the Himara area, on the South coast.
The council led by Endri Haxhiu has approved the surface archaeological survey report drafted within the framework of the project "Tourist and residential resort 'Garden Hills' with a hotel facility with 3 - 4 floors above ground and 1-2 floors underground and facilities with 2 and 3 floors above ground and 1 floor underground", located in the Municipality of Himara, with developers "Unlimited Construction" sh.pk and "Constructal" sh.pk".
Earlier, on April 17, 2026, this project was part of the meeting of the National Territorial Council, a structure led by Prime Minister Edi Rama.
"Boldnews.al" found that the request of the two companies was part of the agenda. However, as of the time of publication of this article, no information has been published on the official website of the Territorial Development Agency (TDA) whether it has been accepted or rejected.
However, in the practice of the National Territorial Council, rejection decisions are published within a few days of the end of the meetings, while approval decisions require more time.
Based on indirect data, especially the fact that the Technical Council at the Ministry of Tourism approved the archaeological report about two months after the meeting of the National Territorial Council, it is assumed that the permit for the "Garden Hills" villa complex in Himara must have been approved with the signature of Prime Minister Edi Rama.

Shoqëria “Unlimited Construction”, e cila është pjesë e investitorëve për “Garden Hills” në Himarë, aktualisht është vendosur nën sekuestro nga Gjykata e Posaçme dhe menaxhohet nga Agjencia e Pasurive të Sekuestruara dhe Konfiskuara.
Shtufët dhe trafiku i drogës
Në 12 qershor 2026, Struktura e Posaçme Anti-Korrupsion (SPAK) njoftoi hetimet për një grup criminal që dyshohet se ka trafikuar sasi të mëdha lënde narkotike kokainë nga Amerika Latine, në drejtim të Europës.
Personazhi kryesor i këtij grupi është vlerësuar Artur Shehu, një vlonjat që jeton prej dy dekadash në Miami të Shteteve të Bashkuara të Amerikës. Gjithashtu, një rol të rëndësishëm kishte edhe Luçiano Koçeku.
Në dosjen e Prokurorisë së Posaçme konfirmohet zyrtarisht informacioni i shpërndarë më herët për një takim misterioz të ishullin e Arubas, në Detin e Karaibeve.
Sipas të dhënave që ka siguruar SPAK-u nga autoritetet partnere, rezulton se në takimin në Aruba kanë marrë pjesë personazhe kyç të trafikut të drogës dhe “zyrtarë të rëndësishëm të qeverisë shqiptare”.
Informacioni hetimor sugjeron që takimi është kryer për të krijuar lehtësirat e nevojshme për pastrimin e parave të kokainës në projekte luksoze ndërtimore në Shqipëri, kryesisht në Tiranë dhe në zonat bregdetare.
Në kuadër të këtij hetimi, Prokuroria e Posaçme thotë se ka zbuluar raporte të forta mes Luçiano Koçekut dhe Ilir Shtufit, me qëllim pastrimin e parave të drogës në kullat dhe godinat që ndërton kompania “Nova Construction”.
Mbi bazën e këtyre të dhënave, SPAK-u mori aprovimin e Gjykatës së Posaçme për caktimin e masës së “arrestit me burg” për biznesmenin Shtufi. Arrestimi i tij nuk u bë i mundur, pasi ai ishte larguar drejt Greqisë, pak orë para se të miratohej vendimi i gjykatës.
Ilir Shtufi u ndalua nga autoritetet greke në një hotel në Athinë, ndërkohë që ai ka refuzuar të ekstradohet drejt Shqipërisë. Ndërkohë, Prokuroria e Posaçme ka vendosur nën sekuestro qindra apartamente, dyqane dhe poste parkimi, të cilat janë të regjistruara në emër të kompanisë së Ilir Shtufit, “Nova Construction”, nën dyshimin se janë pjesë e skemës së “pastrimit të parave”.
Vetëm pak ditë pas goditjes së “Grupit Aruba”, Prokuroria e Posaçme njoftoi zhvillimet për një tjetër hetim ndaj atij që konsiderohet si “Grupi i Dubait”.
