The Special Prosecution Office is turning into a nightmare for both corrupt officials and crime bosses. In addition to opening many sensitive files, SPAK seems to have entered a new phase: that of a new investigative "machinery".
The arrest of Adi Çoba in Durrës a few weeks ago, by BKH forces alone, without police support, was an unexpected development for many. The police have in many cases exposed the actions and SPAK has decided to operate on its own.
The head of SPAK, Klodian Braho, when he was in the Assembly a few days ago, spoke about the aim of this movement, providing details.
" We expect more from the State Police and we think there is room for more, the actions that the BKH can carry out, including arresting people, are procedural actions that the law allows the BKH to take. Obstacles may come due to the lack of a dedicated operational and tactical infrastructure. Despite the cooperation with other institutions, SPAK must have operational independence. It should not depend on other institutions. We cannot replace the State Police, but we are convinced that we must have our own procedural and operational independence so that, for a given issue, the structure is able to carry out the entire cycle of investigative actions. It is a practice that we have also seen in homologous institutions in other countries with which we cooperate ", said Braho.
But the milestones of this unit are laid out in SPAK's annual report for the past year. It clearly shows that SPAK is taking on the form of a structure similar to the FBI.
" Taking into account the Bureau's current investigative capacities, the need is assessed for the establishment and development of several basic internal functions, such as criminal analysis, operational strength and the use of special investigation methods, in order to guarantee independence for operational and technical functions from institutions such as the State Police ," SPAK emphasizes.
The Criminal Analysis Unit will provide extensive information on crime trends, develop threat and potential risk assessments for criminal offenses within SPAK's jurisdiction, and help foster deeper relationships and interaction with other law enforcement agencies.
Meanwhile, building operational strength through specialized capacities such as surveillance, penetration, concealment, interception, etc., is crucial for the development of SPAK's investigations, given the limited capacities and resources of the BKH in this regard, SPAK emphasizes.
" The establishment of such a unit within the structure will maximally limit the possibility of information leakage in the execution of investigative actions, as well as develop the development of investigative capacities to another dimension, through the use of special investigation methods and the creation of advanced technological knowledge for the use of sophisticated equipment in the function of searching for evidence ," states the SPAK plan.
In addition, the BKH has been modernized with interrogation rooms, where everything will be recorded. There will also be facial recognition rooms, just like in the movies where a "X" witness stands behind the glass and verifies the accused.
" SPAK in the new building has taken all necessary measures, providing an infrastructure dedicated to the interrogation of persons and witnesses. Separate interrogation rooms and rooms for identification procedures have been provided. Each interrogation room is equipped with integrated points on the floor for electricity supply and internet connection, as well as an installed camera and audio recording system, to guarantee full monitoring and documentation of the procedure according to the best international standards ," the report emphasizes.
Another development is that SPAK has purchased special interception equipment. The device with many functions such as interception, localization and at the same time the collection of a lot of telephone data is the "IMSI Catcher" and has currently entered the SPAK offices, in exchange for a contract worth nearly 1 million euros that was signed with a foreign company.
So, it seems that SPAK is turning into a nightmare for politics and crime, as it will now be difficult for information to leak. /Pamphlet
