EC denounces Ilir Proda's police: Massive corruption and links to criminal

The European Commission has dealt a strong blow to the State Police. In the report published for our country on the rule of law, many problems regarding the police are highlighted.

According to the report, corruption in the ranks of the blue uniforms has increased significantly. It also provides figures from the proceedings that have been initiated against the officers.

Despite several anti-corruption efforts, including the revision of the Law on Police, the state police is still highly vulnerable to corruption. The Law on Police has been revised, including a number of structural changes77. The Police Supervision Agency increased its activities. In 2024, the Agency received 1,704 complaints from citizens regarding the conduct of State Police staff directly and 3,334 through a dedicated police hotline. It launched 63 inspections, up from 51 in 2023, and recommended disciplinary investigations for 283 employees, 60% more than in 2023. The Disciplinary Investigation Commission imposed disciplinary measures on 43 police officers. The Agency also referred 463 law enforcement officers for criminal prosecution (35% more than in 2023), mainly for “abuse of office” and “passive corruption”78 ,” the report states.

The EC also stops at the police vetting, which seems to have been left in the middle and is now forgotten. According to the report, last year it was noticeable that only 1 officer was dismissed, the rest were confirmed.

" In order to ensure the integrity of police personnel, last year 62 individuals underwent periodic and transitional evaluation, with 46 confirmation decisions and dismissal from duty in one case ," the report states.

The European Commission also focuses on the "Achilles' Heel." According to the report, SPAK investigations have revealed that many officers have connections to criminal gangs.

In March 2025, an internal operation led by SPAK and the State Police, in cooperation with the Police Supervision Agency, resulted in the arrest of three police officers, due to their suspected involvement with criminal groups ,” the report states.

This report comes at a time when the Prime Minister has started a process of reorganization in local government, but Rama does not see the central government.
