After Edi Rama came to power, Knidi Spiro Bashari, a character in the investigative files of the Albanian justice system and American investigative agencies, infiltrated the government offices for criminal activities in cyber networks.
In February 2016, the US Federal Bureau of Investigation (FBI) sent the Ministry of Justice and the Prosecution of Albania a request for information regarding the activity of the company "KEMINET Sh.pk", where citizen Knidi Bashari was a partner, as well as the profile of this businessman, who held a state function as an advisor to the government.
This request was based on a report by the FBI, the U.S. Attorney's Office for the Western District of New York, and the Computer Crime and Intellectual Property Section of the U.S. Department of Justice, which had filed Knidi Bashari in an investigation for computer crimes, in violation of United States criminal laws.
More specifically, Knidi Bashari was suspected of intercepting user account credentials of multiple network services, enabling clustered attacks to control, block, and delete confidential cyber services.
These interventions were carried out through the creation of a server infection mechanism. For this reason, the American justice requested from the Albanian partners data on business activity and complete information on the computers connected to the server address “IP…119” of the company “KEMINET Ltd.”, as well as any information on the subscriber and relevant logs related to this server.
But, after the FBI investigation and the report sent to the Albanian judiciary, no investigation was conducted against Knidi Bashari in Albania. On the contrary, he continued his duties as Advisor for Investments and Concession Contracts in the government, Economic Advisor to the Energy Transmission System Operator (OST) and Foreign Economic Advisor to the Prime Minister, with mafia activity, in a model similar to Dorjan Duçka of Edi Rama, included in the “McGonigal” file.
Meanwhile, Knidi Bashari has been appointed Chairman of the Economic-Financial Administration Board of Albanian Radio-Television, tasked with planning funds for investments, contracts, salaries and expenses.
