The Municipality of Elbasan launches the Employment Service to donate the building to the SP Branch free of charge...
The fact that we are publishing from the Municipality of Elbasan proves the truth that the ruling Socialist Party has become alienated and is acting as a party-state, abusing the local government that belongs to this party.
Prime Minister Edi Rama, with Decision No. 337, dated June 9, 2021, removed the Regional Employment Directorate, Elbasan Region, from the building, and transferred the building to the ownership of the Municipality of Elbasan, ostensibly for emergency needs, for offices of several sectors of this municipality.
But the document we are publishing shows that the removal of the Regional Employment Directorate was not intended to provide an emergency arrangement for the administration of the Elbasan Municipality, but to use the building for offices of the SP-Elbasan Branch.
On October 20, 2025, the Mayor of Elbasan, Gledian Llatja, asked the Municipal Council to approve the draft decision to give the offices of the Regional Employment Directorate to the SP-Elbasan Branch, free of charge.
Within two days, the Municipal Council, with Decision No. 132, dated October 22, 2025, approved by 33 votes of SP and PSD councilors, gave the building to the local SP branch for offices.
The proposal of Mayor Gledian Llatja and the decision of the councilors states:
"The Employment Service offices, a two-story building, with a first floor area of 432.4 m² and a second floor area of 352 m², in the 'Elbasan Congress' neighborhood, are given as offices free of charge to the Socialist Party, Elbasan Branch, for the four-year period from September 1, 2025 to August 31, 2029", a decision also approved by the Prefecture.
So, as long as the SP is in power, state offices are occupied and then legalized by a municipal decision. This decision reveals the fact that the Elbasan SP building has been used for four years without any payment, which also explains why Prime Minister Edi Rama removed the Regional Employment Directorate from there../ Pamphlet
