With VKM no. 722, dated December 3, 2025, Edi Rama has removed from the Central Election Commission four warehouses of the State Reserves in Lundë, used for the archive and electoral logistics, by transferring their administration to the Albanian Development Fund. According to sources of "Pamfleti", 3,152 m² of public land have been earmarked for donation to a company linked to the prime minister, as a continuation of the projects of villas, palaces and hotels in the area. The land is coveted by businesses close to Rama, but it is not excluded that, as part of the political bargain with Sali Berisha, the company "Kontakt Sh.pk" of the defendants Fatmir Bektashi and Jamarbër Malltezi will benefit. Point no. 2 of the VKM, which prohibits the change of destination, is a mere formality: Rama has used the same scenario for government assets on the coast, for “Asllan Rusi”, “Zyber Hallulli”, the stadiums, the Durrës land for the “Alabbar” towers, the Elbasan warehouses and military units. The plunder of public assets continues at the same pace, while the institutions remain silent.
After donating 105 thousand m² of warehouses and lands of the State Reserves in Labinot-Fushë of Elbasan to the "Rozafa" company of the smuggler fisherman Gjergj Luca, Prime Minister Edi Rama has now moved on to several other State Reserves warehouses, in the Lundra area of Tirana.
With Decision No. 722, dated December 3, 2025, signed by him, Rama has removed from the Central Election Commission four buildings used as warehouses-archives for ballot boxes and electoral materials, transferring their administration to the Albanian Development Fund.
According to information provided by "Pamphlet", these four State Reserves warehouses in Lundë, with a surface area of 3,152 m², have been earmarked for donation to a company linked to the prime minister, as a continuation of the villa, palace and hotel complexes built in that area.
This state-owned land is coveted by several builders close to Rama, but the possibility cannot be ruled out that, as a reward for political bargaining with Sali Berisha, the land will be transferred to the company "Kontakt Sh.pk" of defendants Fatmir Bektashi and Jamarbër Malltezi, to whom Rama has granted permission for residential complexes in the same area.
With the entry into force of the government decision, the four buildings and their land were taken under administration by Dritan Agolli, the director of the Albanian Development Fund, known for implementing Rama's bargains with public assets and funds.
Point no. 2 of the government decision states that the Albanian Development Fund is prohibited from changing the destination of the use of the facilities. But, as in any other case of plundering state property through VKMs, this is a formal and temporary determination.
As has happened in all previous cases, it will once again be Edi Rama who will very quickly change the decision, transferring the buildings and land for urban development to private businesses for palaces, towers and villas.
This is what has been done with the government residences on the coast, with the "Asllan Rusi" sports palace, with the "Zyber Hallulli" Children's Home, with the stadiums in Tirana, Durrës, Vlorë and Korçë, with the land in the Port of Durrës for the "Alabbar" towers, with the Reserve warehouses in Elbasan, with the military units and with every other public asset that Rama has used as a political and clientelistic bargaining chip./ Pamphlet
