Luan Tabaku, the accused director of the Elbasan District Water Supply and Sewerage, continues his duties and distributes tenders as if he were outside any investigation. SPAK has raided his apartment, seized his office equipment and has taken him into custody for corruption and connections with the criminal gangs of Elbasan, but he continues to sign contracts with companies of the criminal contingent. The last tender, 395 million lek, was awarded without competition to the company “AKM ALBANIAN INVESTMENT GROUP” of Ardit Kraja, who was arrested in Kosovo for illegal gambling, pyramid schemes, evasion and money laundering. Kraja has 10 companies in Albania, with which he has obtained tenders, construction permits and public lands. The Tabaku-Kraja connection increases suspicions about the involvement of criminal structures in the public funds of Elbasan, while justice is silent and the contracts continue.
The accused director of the Elbasan District Water Supply and Sewerage Authority, Luan Tabaku, continues to hold office even though for eight months SPAK has seized his phone, office equipment, raided his apartment and arrested him with evidence of corruption and connections to Elbasan criminal gangs.
Even in his position as a defendant, Luan Tabaku continues dealing with public funds and maintains ties with crime figures. He not only accepts their companies in tender procedures, but also announces them as winners without competition and with contracts that reach 95 to 99 percent of the fund limit.
Tabaku awarded the next tender without competition to the company "AKM ALBANIAN INVESTMENT GROUP Sh.pk" of Ardit Krajës from Shkodra, for the purchase of electric pumps for the Elbasan Regional Water Supply Company, worth 395 million lek, or 98 percent of the limit fund.
Ardit Kraja is a contingent of investigation for tax evasion and money laundering, with activities related to illegal gambling, construction, building materials, machinery, industrial equipment, pharmaceutical products, printing, agri-food farms, orchards and design services. He was arrested in Kosovo on March 24, 2024 with two orders from the Prosecution and Courts of Prizren and Mitrovica, for creating a structured financial group and pyramid schemes.
This tender shows that after the mayor of Elbasan, Gledian Llatja, the businessman arrested for criminal activities, has also established ties with the accused director of the Waterworks, Luan Tabaku.
Ardit Kraja, the husband of moderator Ilda Bejleri, has 10 companies in Albania: “Fair Play Bast”, “SAR Ndërtim”, “AKM ALBANIAN INVESTMENT GROUP”, “Tirana Capital Invest”, “Trade–Invest”, “Future Enterprises and Investments”, “Abi 2023”, “Eurofarma TQ Tolica”, “AAA Publishing” and “Kuotaide”. With them, he has obtained construction permits, land and millions of euros in tenders from the state.
