In the list of 24 decorations with high titles, Prime Minister Edi Rama also submitted to the Presidency for decree the name of Ms. Mimoza Dhëmbi, Director General of the State Budget at the Ministry of Finance for more than 20 years.
Upon the proposal of Prime Minister Edi Rama and Decree No. 454, dated December 5, 2025, the untouchable "grandmother" of state budget achievements, Mimoza Dhëmbi, has been decorated with the high title "Officer of the Order of Skanderbeg".
Since decorations in Albania are given as a crown or wedding invitation, it was no wonder that a decoration was also given to Moza, who has signed the tax frauds of Albanians in the Berisha and Rama governments, through concessions, tenders, fictitious investment funds and salaries.
But the motif of its decoration is funny, in which Babloku made this assessment:
"Ms. Mimoza Dhëmbi (Selmani) is awarded the Decoration 'Officer of the Order of Skanderbeg', for special merits and lasting contributions in the service of the state and the public interest, efficient solutions in arbitrations and decision-making, demonstrating over a 20-year service activity, skills and strategic vision in the management of public finances."
It is laughable and shameful that the "Budget Mosaic" of Finance is decorated for success in arbitration trials, when the Ministry of Finance and the government have failed and lost international trials worth 310 million euros.
The budget moza was decorated for her skills, correctness, and strategic vision in managing public finances, when she signed budgets and allowed around 1 billion euros to be stolen through concessions and PPPs.
The Minister of Finance was decorated for success and law enforcement in the administration of the state budget, when in July 2024, the Supreme Audit Office requested her dismissal from duty and exclusion from public administration, for serious violations involving billions of euros in the planning of the state budget for investments, allowing investments without funds, financing PPPs with values higher than real costs, abuses in reconstruction funds, etc.
Even Mimoza, decorated with the title "Officer of the Order of Skanderbeg", has traces of financial abuse in the investment funds in "Skanderbeg" Square, while SPAK has filed a lawsuit against her for healthcare concessions.
While Babloku decorated him, because Mimoza Dhëmbi has signed and budgeted every affair he has done, opening and pouring out the state budget bag in violation of the law on public finances, because, as they say, her "teeth" have also bitten off the morsels in every affair./ Pamphlet
