Vladimir Putin could return to the world stage under a European peace plan that agrees to allow Russia to return to the G8.
The offer was made in a counterproposal to Donald Trump's 28-point plan, which heavily favored Russia.
The European plan contains several concessions, including a limit on the size of Ukraine's military and a commitment to elections that could lead to Volodymyr Zelensky leaving power - a key demand of Moscow. After an emergency summit in Geneva, Marco Rubio, the US secretary of state, said on Sunday evening that the US was now "making some changes" to its peace plan.
"I think this is a very, very significant meeting and day, I would say probably the best we've had so far in this whole process, starting from the time we first came to office in January," he said.
The counterproposal was released after the US president said Ukraine had shown "zero gratitude" for US efforts to end the war.
Rubio said Trump has yet to sign the deal. Russia, which has repeatedly changed its demands, should also sign it.
According to the European plan, Russia will "progressively re-integrate into the global economy." The plan adds that the country could rejoin the G8.
The agreement also states that "the size of Ukraine's army will be limited to 800,000 in peacetime," while an earlier version of the European plan included no limit.
The US-Russia proposal called for a limit of 600,000.
The agreement adds: “Ukraine will hold elections as soon as possible after the signing of the peace agreement.”
However, the European agreement drops Russia's demand that Ukraine give up the eastern Donbas region. The agreement also removes a clause that would give the US 50 percent of future profits from frozen Russian assets invested in Ukraine.
Rubio wrote on social media that “the peace proposal was drafted by the US. It is offered as a strong framework for ongoing negotiations. It is based on input from the Russian side. But it is also based on previous and ongoing input from Ukraine.”
Critics of Trump's proposal said that if it were accepted, it would mean that Ukraine's great sacrifices in blood and treasure would have been in vain.
Trump initially gave Kiev a deadline of Thursday, Thanksgiving, to accept the plan.
Friedrich Merz, Germany's chancellor, said he was skeptical that the deadline would be met. "Right now, I'm not yet convinced that we will get the solution that President Trump wants in the coming days."
