The Education and Public Information Commission today approved the draft law “On some additions and amendments to the law on sports”, amid strong political debate and objections from the opposition and other sports actors. At the center of the discussion was the role of the Albanian National Olympic Committee (KOKSH) and especially the strengthening of the position of its current head, Fidel Ylli.

The draft law provides for the NAC to receive new powers, including the organization of sports activities in pre-university and higher education, as well as involvement in the creation of a National Council of Arbitration for Sport (CAS). The opposition raised concerns that this new structure gives direct advantages to Fidel Ylli.

Democratic MP Ina Zhupa said: " This bill gives unchecked power to the NOKSH and its current head. You are establishing a new structure for sports arbitration, dependent on an institution that has had no consultation with the federations. We have not seen any analysis of the effect of these changes and the opinions of real sports actors have not been taken ."

For his part, Fidel Ylli stated that the changes only aim to strengthen sports institutions: " I do not benefit from anything personally. I am in this position without pay, and every commitment I make is voluntary. CAS will not be subordinate to the NAC, but an independent entity that will guarantee justice in sports ."

However, the debates focused on the involvement of the NAC in the educational process and in CAS, for which the opposition demands more control and transparency. The Albanian Football Federation has also expressed reservations, especially about the new structure and powers of the Sports Arbitration Council.

The draft law will soon be voted on in a plenary session in the Assembly, while the parties have announced the continuation of the debate at the institutional level.
