The opposition's allegations of irregularities in the May 11 parliamentary elections and accusations of the use of the patronage system were put at the center of the debate at the Electoral Reform Commission meeting, where SPAK leader Klodian Braho was summoned to a hearing.
During the discussions, the Democratic Party MP, Gent Strazimiri, criticized the work of the Task Force on Electoral Crimes, expressing his opposition to the assessment that this structure had a preventive effect during the electoral process. On the other hand, Braho emphasized that this was not a finding of SPAK, but an assessment included in the OSCE-ODIHR report, underlining that the Special Prosecution Office does not have the competence to provide assessments on the electoral process.
Gent Strazimiri: The effect of an unethical action when it comes from the prime minister in an electoral campaign who calls the Chinese the electoral code, who tells police officers, teachers, collect votes for the SP, tells opposition voters, if you vote for the DP again, you will not have a single lek. These are unethical actions, but they are the inspiration of the highest executive head and are converted into criminal offenses on a massive scale, to the extent that, as the OSCE-ODIHR report states, the line between the state, the administration and the ruling party is lost. There are endless criminal offenses there, foreseen or unforeseen in the code, if you want to work. Patronage is not a criminal offense, the way it is carried out, the fact that the AKSH has prepared a manual to distribute to the SP army. You can say that we have a vacuum, but you don't say that we have a vacuum in the criminal code for this job. Give me the instruments. What you tell me and what revolts me is the fact that you consider that it had a preventive effect. What was prevented, let the OSCE-ODIHR say. As of 2025, the patronage begins and how the recommendations increase. It shows how serious the situation is. The report shows where the tumor is, not here, it is healthy. SPAK tried to read the risk earlier and coordinate the response. The OSCE says SPAK and the police and every body that had the duty to investigate were disappointing. Only 5 proceedings have been sent to court. How many denunciations have been made that point the finger at the government and how many at the opposition.
Klodian Braho: It is not our competence to make assessments of the electoral process. If you are going to refer to the report, you will refer to the same report that the strategy for the prevention of electoral crime for SPAK had a preventive effect. It is an assessment of the report. SPAK does not decide how an institution should make the referral, SPAK has the duty to evaluate each referral that comes from each institution and we do not impose on the police or institutions how they should make the referral and we do not have data in the system on which subject is reported in the referral. For us it does not matter which subject is reported, what matters is who reports and what evidence they have.
