As SPAK is investigating an increasing number of senior Albanian political officials, the government has decided to engage an international company to closely monitor its work and that of the district prosecutors' offices.
With a decision approved today by the Council of Ministers, the Minister of Justice has been authorized to negotiate directly with Guernica 37 Chambers (G37 Chambers), a group of lawyers based in London, for the provision of consultancy services during 2026. According to the decision, the company will assist the Ministry of Justice in monitoring whether the prosecution has properly implemented the government's recommendations on combating crime.
The move comes at a time when SPAK has become the most important institution of Albanian justice and at the same time the nightmare of the political class. In the majority camp, several former ministers, former mayors and senior officials are under investigation or in court proceedings, while in the opposition, former president Ilir Meta is in prison and the leader of the Democratic Party, Sali Berisha, has been named as a defendant.
Officially, the object of the contract is not the control of SPAK, but the monitoring of the implementation of priority recommendations in the fight against crime. However, the scope of work directly affects the justice institutions, as it foresees monitoring the methodology of implementing recommendations, analyzing the method of reporting and collecting information, as well as inter-institutional coordination between the responsible structures.
According to the government's decision, the negotiations will focus on:
-continuous monitoring of the implementation of priority recommendations in the fight against crime;
analysis of reporting platforms and formats;
-improving cooperation and information exchange mechanisms between institutions.
Who is G37 Chambers?
Guernica 37 Chambers is a London-based group of barristers and international law experts specialising in international criminal law, arbitration, extradition, asset recovery and human rights matters. Its members have represented cases before the International Criminal Court, the International Court of Justice, the European Court of Human Rights, as well as the Kosovo Specialist Chambers.
The company has developed activities in dozens of countries around the world, including Kosovo, Serbia, Bosnia and Herzegovina, Ukraine, Israel, Libya, Syria, Argentina and the United States.
Naturally, the question arises, what does the Ministry of Justice do? Why should millions of euros be spent on a company when this is the work of the Ministry of Justice itself? Or is something else being hidden? /Pamphlet
