Prime Minister Edi Rama and the Minister of Economy and Innovation, Delina Ibrahimaj, held a conversation with a group of pensioners this Thursday, where they presented changes to the pension bonus scheme and announced the start of the distribution of the summer bonus.
The meeting took place at a time when the country is seething with protests, which are now in their 33rd day, while the Rama government has decided to "open the bag" for pensioners. He presented measures related to financial support for pensioners and other beneficiary categories.
The first to speak was Minister Delina Ibrahimaj, who announced that, starting in 2026, the bonus for pensioners is intended to no longer be distributed only at the end of the year, but on a monthly basis. According to her, the objective is for the average pension to reach 400 euros by the end of the mandate, while the pension for beneficiaries with partial years of insurance to go to 250 euros. She added that the cost of this scheme for 2026 will be 10.4 billion lek.
"From 2026, we wanted the pension bonus to not be given only at the end of the year, which is related to the holidays, but we decided to give it on a monthly basis. According to different categories, we set the objective that the average pension at the end of this mandate would be 400 euros, for those with partial years, 250 euros. In total, for 2026, there is a budget cost of 10.4 billion euros," she said.
Ibrahimaj also announced that the distribution of the summer bonus of 5 thousand new lek has begun for about 33 thousand pensioners.
"As of today, the distribution of another pension bonus has begun, in the amount of 5 thousand new leks. There are about 33 thousand pensioners who have benefited from this bonus and who today also benefit from the summer bonus," she said.
In his speech, Prime Minister Edi Rama stated that the bonus is not related to elections, emphasizing that the country will not have an electoral process until 2029.
"The government decided to give another bonus to pensioners. You remember that in previous years they said that the bonus was being given for the campaign. We don't have a campaign this year, we don't have elections until 2029. The bonus has nothing to do with anything other than the attention that has been given to you continuously," he said.
Rama stated that part of the bonus financing comes from additional revenues collected in the budget, related to the increase in oil prices and tax revenues.
"There is a component that we did not anticipate in our revenues, which was the increase in revenues from the increase in the price of oil. The price of oil increased, tax revenues increased. All that is included in the price, for the state budget, you will receive all that part. And those who complained about the price increase, should feel good, that in this way they have contributed, because part of this bonus is also from them," he said.
The Prime Minister also stated that there will be benefits for people with disabilities. According to him, the financial assistance for this category will be doubled, as well as state coverage of health and social insurance for their caregivers.
"The same applies to overcoming the forecasts for the increase in income in general, which today are part of this bonus. It is not only pensioners, it is also people with disabilities, who have long been waiting for the doubling of assistance for people with disabilities. We have met before, but the possibilities have not allowed us to do this. It has been decided that all health and social insurance of caregivers of people with disabilities will be paid by the state", said Rama.
